There are three open seats on the Park and Recreation Commission. Commissioners John Kuester, Duane Peterson, and Arthur Jackett have terms that will expire on February 28, 2004. Both Mr. Kuester and Mr. Peterson have requested to be reappointed to the commission. Mr. Jackett has apphed for consideration for appointment to the Planning Commission, however, if he is not appointed to the Planning Commission, he is interested in reappointment to the Park and Recreation Commission. We have also received applications for appointment to the Park and Recreation Commission from the following: Michael Niziolek, 12275 Rush Circle, Elk River; Kevin Scott, 11847 198th Avenue N.W., Elk River; Ronald J. Touchette, 22400 Meadowvale Road, Elk River. Mr. Niziolek, Mr. Scott, and Mr. Touchette are planning on being in attendance if the Council wishes to interview these individuals. I have served on the Commission for more than seven years, and during this time have seen the Commission undergo a number of changes that have made it more strategic, focused, professional and effective in carrying out its mission. During the past seven years, the City's park and recreation facilities have steadily increased as has the financial outlay required to develop/maintain these facilities. In addition, recreational uses of these facilities has both increased and diversified, with the result that the Commission advises the City Council on a wide range of issues. This growth and diversity will continue into the near future. The Council's decision to hire a Parks and Recreation Administrator underscores both the value inherent in the City's growing parks and recreation system, as well as the complexity related to developing and maintaining a quality system. I would welcome the opportunity to serve another term on the Commission and to through its work to advise the Council on Parks and Recreation issues generally, and on the formation of the new Parks and Recreation Department, specifically. Educational and Professional Experience: As a trained sociologist and community developer, the bulk of my professional work has been devoted to assessing situations that may build community or may hinder the building of community. What this means at a very practical level is that I have to clarify issues, many of which were contentious, identify stakeholders and interested parties, and engage them in a problem-solving process. Over the past years, as our community has changed drastically both physically and increased population, the Commission has had numerous occasions where it needed to carefully examine an issue and to provide the City Council with a thoughtful recommendation. I have used my professional problem solving skills to assist the Commission to design the most appropriate policy recommendations. I have been married for 20 years and have two sons ages 18 and 14, I do not hold any elected office. My back~ound encompasses the automotive repair, building trades, and travel industries. I hold a Real Estate Sales Persons License from the State of MN with Premier Real Estate Team, LLC. I would consider myself a small business entrepreneur and have either started or purchased numerous small businesses most notably in the retail auto repair industry. In May of 2002 I sold my interest in four SPARKS Computerized Car Care centers in the Twin Cities after owning and operating them since November of 1993. I subsequently obtained my real estate license and began providing business management, mediation and debt management expertise and services to small business owners in the Automotive and Building Trades on an as needed basis. I also provide mentoring services to start up and/or straggling entrepreneurs on a volunteer basis. My interest in appointment to a Commission stems from my perception that Elk River is struggling, as are many other communities, to make ends meet while still providing the high quality services and retaining the small town sense of community and values that we all enjoy and have come to expect. While it would be very easy to sit back and let "others" figure out how, when, and where Elk River is going to move and ~ow into the future I believe that the public has a duty to participate in government before they should exercise the right to speak out about unpopular governmental decisions whatever they may be. We all have a duty to determine whether the decisions made by our government reflect not only the will of the commumty but also the good of the Community as a whole even though it may be unpopular fbr some. The future comes whether we want it to or not, change is a daily occurrence and everyone must realize that it takes dedicated good citizens working together as a team, taking personal responsibility for the outcome to better prepare our comer of the world for our children.
