Project Overview
This project is the interior remodel of an existing building located at 11044 Industrial Circle

Northeast to provide a facility for the 6 graders at Spectrum High School. Spectrum currently
serves a student population of 525 students in grades 6-12, which is capacity per the existing
conditional use permit (CUP) for 17796 Industrial Circle NW, and is right across the street.

There are several reasons to establish the separate 6 grade center. Demand for enrollment in 6

grade at Spectrum is much higher than the positions that are open. A separate 6 grade center
th
will allow a greater number of students to attend Spectrum. The separate 6 grade center will
th
also enhance the education experience by affording the 6 grade students a year to prepare
before transitioning into the rigorous academic environment offered at Spectrum High School.

The gymnasium in the 6 grade center will supplement the total education experience for the 6
graders and will also be used for after school sports. The 5,000 square foot warehouse in the
business park that is currently being leased for wrestling will no longer be necessary with the
addition of the gymnasium.
The facility is currently a building shell with unfinished interior space and includes ten separate
condominium units for a total space of 24,520 square feet. About 10,000 square feet will be
constructed into a gymnasium, locker rooms, and weight room. The remaining space will be
remodeled into seven classrooms, staff lounge, administrative area, commons, storage,

maintenance, restrooms, and a serving kitchen. The 6 grade education center will serve up to
100 students.
The project will also include 1.5 acres of land that may be used as a future playfield. The land
will currently be left
and other jurisdiction regulations.
Spectrum High School Background
Spectrum High School is a public charter high school which received its original charter
in 2006. The school currently serves 525 students in grades 6-12 and is located at 17796
Industrial Circle NW. The mission of Spectrum High School is to foster academic and personal
excellence through a program emphasizing high academic standards in a small school setting.
The teacher-student ratio is 22:1.
Students are encouraged to attain their maximum potential through a 3-dimensional
strategy emphasizing a college preparatory curriculum, a technology-rich environment, and
community-based outreach. Spectrum currently offers 17 college classes in a cooperative
agreement with Anoka Ramsey Community College, University of Minnesota Twin Cities,and
St. Cloud State University. It is possible to graduate from Spectrum while also earning an
Associates Degree without having to leave the Spectrum campus.
The academic rich environment extends into the fine arts with outstanding programs in band,
choir, and theater. Varsity athletics are offered in 16 sports and Spectrum recently established
their own athletic fields. All extra-curricular activities support the Spectrum vision to foster
academic and personal excellence.
Hours of Operation
School Hours are 8:00 am 3:20 pm (faculty report at 7:30 am) Monday Friday during
the school year. The school year lasts from the end of August through May.
There are extracurricular activities at the school from 3:30 - 5:30 pm.
Number of Employees
There are currently a total of 73 employees including faculty and staff. There will 10 additional

staff proposed to serve the 6 grade education center.
Student Population
There are currently 525 students attending Spectrum. This is the capacity allowed per the CUP.

The 6 grade center will add up to 100 additional students.
Site
The site already exists with no new site work proposed. It was designed and constructed in
2007. The civil drawings prepared at that time are included in this submittal. The school
proposes to use the south end of the east and south sidewalks for bus drop off and pick up.
Parent drop off would be in the interior court parking area. A trash enclosure would be
constructed along the northwest corner of the gymnasium. The location would be out of the way
and easy for trash pick-up.
The additional 1.5 acres of land is located immediately to the west of the building.
Parking Summary
The commercial condo park shares 138

spaces. The 6 grade education center will take over 10 of the 22 condominium suites and

Signage
It is anticipated that there will be a sign on the building similar to the sign on Spectrum High
School and potentially a monument sign. The design of these elements has not been included in
this submittal,
as an example. The name of the facility still needs to be agreed upon before submitting to the
city. We request the review and approval of this application without the sign information. The
building and monument sign will be designed to meet zoning requirements and submitted at a
later date to the city for approval prior to fabrication.
When the building was approved and constructed, there was tenant signage proposed for each of

Grade Center consuming a larger portion of the
building, there will most likely be less signage square footage needed.
Building Materials
The exterior building envelope already exists and photos are attached. The wall construction
consists of decorative, colored architectural precast panels and cultured stones at each of the
entrances. Very little exterior work is proposed. The existing overhead doors on the interior
court area of the building will be filled in with anodized aluminum store front system or
windows since they are no longer needed. The existing regular doors have been incorporated
into the design and will be used for building access and exiting.
