Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 2111114 Planning Commission Agenda Moved by Commissioner Eric Johnson and seconded by Commissioner Chad Westberg to approve the February 11, 2014 Planning Commission agenda. Motion carried 6 -0. 3. Pledge of Allegiance The Pledge of Allegiance was recited. 4.1 1114/2013 Planning Commission Minutes Motion by Commissioner Jeremy Johnson and seconded by Commissioner Eric Johnson to approve the January 14, 2014 Planning Commission minutes. Motion carried 6 -0. 5.1 Request by Anytime Fitness (Jennifer Mueller), 19437 Evans Street NW, Case No. CU 14 -04 — Public Hearing Planner Zack Carlton presented the staff report. Mr. Carlton stated that a Conditional Use Permit is required to operate a fitness facility in the Hillside Crossing PUD. He stated that additional SAC and WAC fees are triggered by the additional showers proposed. Mr. Carlton stated that the use fits within the PUD guidelines; there is adequate parking; and sign permits will be required for changes in the signage. Chair Anderson opened the public hearing. Planning Corrunission Minutes February 11, 2014 Page 2 Jennifer Mueller, applicant, stated she has been in business in Elk River for the past 10 years. There being no further comments, Chair Anderson closed the public hearing. Motion by Commissioner Chad Westberg and seconded by Commissioner Eric Johnson to recommend approval of the request by Jennifer Mueller of Anytime Fitness for a Conditional Use Permit for a fitness facility in the Hillside Crossing PUD, Case No. CU 14 -04, with the following conditions: 1. The Conditional Use Permit is not a building permit and the applicant must apply for and receive approval of all required permits before construction may begin. 2. The applicant must apply for and receive approval of all required sign permits before signage may be installed. Motion carried 6 -0. 6.1 Review of Commission Calendar Chair Anderson stated that the Planning Commission meetings will be moved to the 4`h Tuesday of the month. Mr. Leeseberg stated that the new schedule will begin in May. 7.2 Comprehensive Plan Update Commissioner Mark Konietzko stated that the final draft of the Comprehensive Plan will be considered at a public hearing by the Planning Commission at their March 11, 2014. Mr. Leeseberg noted that the final draft will be available online in the next couple of weeks. 7. Adjournment There being no further business, Commissioner Eric Johnson moved to adjourn the meeting.
