Due to the industrial nature of the neighborhood,the school recognizes that noise, odors,truck traffic, and other undesirable effects may be present. Background/Discussion The applicant is seeking approval of a CUP to operate an Institutional Use (school) in an existing building at 11044 Industrial Circle. The subject property is zoned Business Park (BP) where institutional uses are listed as a conditional use. The school proposes to occupy 10 units, approximately half, of the commercial condo building. In 2011, the applicant received a CUP to operate a school at 17796 Industrial Circle, accommodating grades 6-12 with a capacity,per the existing CUP, of 525 students. Spectrum plans to move the sixth grade class to the new facility and backfill the vacancy at the existing location with grades 7-12. An increase of high school-aged students will impact the parking requirements at the existing facility. Increased parking will require site plan review and may require an amendment to the CUP. Public Hearing No one spoke during the public hearing. Staff has not received any comments for or against the current application,but has received a number of requests for information. Additionally,prior to this application staff received a request for a stop sign at the intersection of Industrial Blvd and Twin lakes Road. After reviewing the warrants for stop signs, the concerned party was informed that the Council will need to order a traffic study. It is recommended that Spectrum pay for that study,if desired. Inspection noted that the on-street parking concern is not from Spectrum,but from other businesses in the area. Planning Commission The Planning Commission questioned the impacts to on-street parking, traffic, and specifically safety at the intersections of Industrial Circle and Twin Lakes Road. The Planning Commission unanimously recommended approval. Background/Discussion The applicant is seeking approval of a CUP to operate an Institutional Use (school) in an existing building located at 11044 Industrial Circle. The subject property is zoned Business Park (BP) where schools are listed as a conditional use. In 2011 the applicant received a CUP to operate a school at 17796 Industrial Circle and they are now seeking a satellite location for sixth graders at 11044 Industrial Circle. Although Spectrum operates a 6-12 school on an adjacent lot, this request must be reviewed independently due to the fact that CUP are issued to a property, not a tenant or occupant. The existing CUP for 17796 Industrial Circle may need to be amended, or site plan improvements made, to adjust for a new distribution of students when the sixth grade class moves to the proposed location, as this impacts parking requirements. The change in enrollment will likely change the parking requirements for the existing facility. Parking The parking infrastructure already exists and was calculated for a general business park building. Parking requirements for elementary/junior high schools is two (2) stalls for each classroom. There is no P 0 W E H E 0 8 'P NATUREI separate requirement for gymnasium space. There are eight proposed classrooms, requiring 16 parking stalls. The school has 76 parking spaces available for their use. Drop Off/Pick Up Bus loading and unloading will take place on the south side of the building directly adjacent to the sidewalk. Parent drop off can occur in two locations: on the backside of the building (loading dock area) and on the east side of the building. Parent pick up will only occur on the east side of the building. Sheet A1.0 (conceptual site plan) illustrates these locations. Circulation and Access Access to the site will be via two existing locations, one on the north side of the property and the second on the south side of the property. These two access point service all properties in the area contained by Industrial Circle and Twin Lakes Road. No new access points are being proposed. Bus traffic will be routed around the perimeter of the entire building, in a clockwise direction. Other vehicular traffic will be routed around the building, as well as through the shared parking lot. Staff has received complaints from Spectrum School students regarding safety at both intersections of Industrial Circle and Twin Lakes Road. No improvements are planned. Students The applicant's narrative indicates that the subject building will house up to 100 sixth grade students. The other school in the development has a capacity, by CUP, of 525 students. Staff recommends that no more than 100 students be allowed. Number of Employees There will be up to 10 staff serving the school. Hours of Operation While the hours of operation may change, currently the Student school hours are 8:00 a.m. - 3:20 p.m. (Monday-Friday during the school year) Faculty school hours start at 7:30 a.m. (Monday-Friday during the school year) School year (End of August through May) Extracurricular activities 3:30 p.m. - 5:30 p.m. Architecture The building materials of the existing building consist mainly of raked insulated precast concrete panels. Existing overhead doors currently serving what will be the school area are proposed to be filled in with concrete masonry units. (CMU) The BP zoning district lists CMU as an allowed building material. Some of these in-fill areas will also have insulated aluminum windows installed. The elevations do not indicate what color the CMU's will be, but staff recommends that they be the same color as the wall color they are infilling. Project Overview This project is the interior remodel of an existing building located at 11044 Industrial Circle Northeast to provide a facility for the 6th graders at Spectrum High School. Spectrum currently serves a student population of 525 students in grades 6-12, which is capacity per the existing conditional use permit(CUP) for 17796 Industrial Circle NW, and is right across the street. There are several reasons to establish the separate 6th grade center. Demand for enrollment in 6th grade at Spectrum is much higher than the positions that are open. A separate 6th grade center will allow a greater number of students to attend Spectrum. The separate 6th grade center will also enhance the education experience by affording the 6th grade students a year to prepare before transitioning into the rigorous academic environment offered at Spectrum High School. The gymnasium in the 6th grade center will supplement the total education experience for the 6th graders and will also be used for after school sports. The 5,000 square foot warehouse in the business park that is currently being leased for wrestling will no longer be necessary with the addition of the gymnasium. The facility is currently a building shell with unfinished interior space and includes ten separate condominium units for a total space of 24,520 square feet. About 10,000 square feet will be constructed into a gymnasium, locker rooms, and weight room. The remaining space will be remodeled into seven classrooms, staff lounge, administrative area, commons, storage, maintenance, restrooms, and a serving kitchen. The 6th grade education center will serve up to 150 students. The project will also include 1.5 acres of land that may be used as a future playfield. The land will currently be left "as is". Future development of the land will be in accordance with all city and other jurisdiction regulations. Spectrum High School Background Spectrum High School is a public charter high school which received its original charter 1/27/2014 in 2006. The school currently serves 525 students in grades 6-12 and is located at 17796 Industrial Circle NW. The mission of Spectrum High School is to foster academic and personal excellence through a program emphasizing high academic standards in a small school setting. The teacher-student ratio is 22:1. Students are encouraged to attain their maximum potential through a 3-dimensional strategy emphasizing a college preparatory curriculum, a technology-rich environment, and community-based outreach. Spectrum currently offers 17 college classes in a cooperative agreement with Anoka Ramsey Community College, University of Minnesota Twin Cities, and St. Cloud State University. It is possible to graduate from Spectrum while also earning an Associates Degree without having to leave the Spectrum campus. The academic rich environment extends into the fine arts with outstanding programs in band, choir, and theater. Varsity athletics are offered in 16 sports and Spectrum recently established their own athletic fields. All extra-curricular activities support the Spectrum vision to foster academic and personal excellence. Hours of Operation School Hours are 8:00 am— 3:20 pm (faculty report at 7:30 am)Monday —Friday during the school year. The school year lasts from the end of August through May. There are extracurricular activities at the school from 3:30 - 5:30 pm. Number of Employees There are currently a total of 73 employees including faculty and staff. There will 10 additional staff proposed to serve the 6th grade education center. Student Population There are currently 525 students attending Spectrum. This is the capacity allowed per the CUP. The 6th grade center will add up to 150 additional students. Site The site already exists with no new site work proposed. It was designed and constructed in 2007. The civil drawings prepared at that time are included in this submittal. The school proposes to use the south end of the east and south sidewalks for bus drop off and pick up. Parent drop off would be in the interior court parking area. A trash enclosure would be constructed along the northwest corner of the gymnasium. The location would be out of the way and easy for trash pick-up. The additional 1.5 acres of land is located immediately to the west of the building. 1/27/2014 Parking Summary The commercial condo park shares 138 parking spaces and 38 additional "proof of parking" spaces. The 6th grade education center will take over 10 of the 22 condominium suites and associated percentage of parking spaces (approx. 48) not including"proof of parking" spaces. Required parking: Grades 6-9 require (7 classrooms) 2 per classroom 14 stalls Total parking required for this condominium: 14 stalls Percentage of 138 existing stalls 55 stalls (approx.) Signage It is anticipated that there will be a sign on the building similar to the sign on Spectrum High School and potentially a monument sign. The design of these elements has not been included in this submittal, but a photo of Spectrum High School's sign on their current building is included as an example. The name of the facility still needs to be agreed upon before submitting to the city. We request the review and approval of this application without the sign information. The building and monument sign will be designed to meet zoning requirements and submitted at a later date to the city for approval prior to fabrication. When the building was approved and constructed, there was tenant signage proposed for each of the condominium suites. With Spectrum's 6th Grade Center consuming a larger portion of the building, there will most likely be less signage square footage needed. Building Materials The exterior building envelope already exists and photos are attached. The wall construction consists of decorative, colored architectural precast panels and cultured stones at each of the entrances. Very little exterior work is proposed. The existing overhead doors on the interior court area of the building will be filled in with anodized aluminum store front system or windows since they are no longer needed.
