To Item Number Mayor and City Council 9.2 Agenda Section Meeting Date Prepared by Work Session March 17, 2014 Jeremy Barnhart,Deputy Director, CODD Item Description Reviewed by Commercial Reserve Transition District Scope Cal Portner, City Administrator Reviewed by Action Requested Provide feedback on the following,with respect to the mining area: • Boundary • Services to be provided (Water, Sewer, Storm) • Level of land use detail Background/Discussion In February,the Council directed staff to develop a scope to develop land use plans in the (Commercial Reserve Transition) CRT area. A`mining area study"is included in the 2014 budget,part of which is paid for from the Utility Fund. In speaking with other communities and colleagues re-using former mining areas, a necessary early step is to understand the services to be provided, and if water and sewer are to be provided, the infrastructure constraints of a given area,including elevations and access. Land use assumptions are part of the answer to each of these questions;the level of detail is optional. Staff assumes that water, sanitary sewer,and regional storm water treatment will be included in the mining area, serving both sides of Highway 169. Staff also assumes that a general land use plan will be necessary,with a FAST type plan (access locations, development vignettes) would be developed at a later time, funded by the property owners. Due to funding and timing constraints, staff assumes that the focus will be on the east side, the current CRT area. With confirmation of these assumptions, staff will prepare an RFP for Council authorization that will: 1. Develop a general land use plan 2. Complete a comprehensive sanitary sewer collection system plan 3. Complete a comprehensive water distribution system plan,primarily for the east side,but on the west side, to the extent necessary Financial Impact The Capital Improvement Plan includes $40,000 for this project.
