Background/Discussion
Staff has been working with neighbors of the Bailey Point Nature Preserve on the planning and
maintenance of this new park One of the concerns, especially from residents of the Riverview
Townhomes, has been the plans for visual screening of the parking lot. It was discussed early in the
planning process with park neighbors that native plantings and screening would be added.
The Townhome Association owns a sliver of land along the east side of the property. They expressed
concerns about park goers trespassing onto their property,where a picnic area and canoe are located.
They have installed a split rail fence,which hasn't deterred trespassers. Last November,the association
and staff met to gather input on adequate screening coverage. They specifically want tall trees.
The property line along the parking lot is currently not screened because it had to be cleared of invasive
brush and ailing trees to prepare for new plantings.
Attached are three proposed screening plans for the parking lot. Plan A with the estimated cost of$2,200
includes six Balsam Firs. Plan B with the estimated cost of$3,600 includes 15 Balsam Firs. The trees will
be at least six feet tall. Both plans have outlined plant materials and trees that are native meeting the
guidelines of the conservation easement. Balsam Fir trees were chosen because of their shape, ability to
grow in shade and tolerance for wet soils.
Plan C with the estimated cost of$1,100 includes small tree seedlings and prairie grasses. No Balsam Fir
trees are included in this plan. This plan was never introduced or discussed with the Townhome
Association because of their strong interest to have taller trees planted.
The residents have indicated Plan B will suffice, but wish to add more trees if the coverage does not meet
their expectations. The neighbor across the street from the Townhouse residents did express displeasure
with Plan B because it would block views of the river.

Financial Impact
Screening plan costs are budgeted in Park Maintenance and include delivery and planting. Not included is
the cost of ongoing regular maintenance. The maintenance for plans A and B require watering of trees
the first 2 - 3 years. Plan C has the lowest cost maintenance option.
