Automated External Defibrillator Grant
The police department has received a grant from the Minnesota Department of Public
Safety awarding us a Heartstream Automated External Defibrillator. This device will be
placed linto use by the patrol division and will be used in medical emergencies involving
sudden death or cardiac arrest.
The police department has defibrillators now, but not enough to have each on-duty
squad equipped with one. This additional unit should insure that each patrol vehicle
working during a given shift is equipped with this very critical device. Because we cover
such a large geographical area, this will help insure better emergency medical care for
our entire community.
The department is required to submit a resolution showing the acceptance of the device
from the state. In return we agree to keep our staff trained in the use of the device and
also aglree to provide the state with results showing the device's use during the year.

A RESOLUTION OF THE CITY OF ELK RIVER
RESOLUTION AUTHORIZING THE ELK RIVER POLICE
DEPARTMENT TO ENTER INTO A GRANT AGREEMENT
WITH THE STATE OF MINNESOTA
WHEREAS,
the Elk River Police Department is authorized to enter into a
cooperative agreement with the State of Minnesota,
Department of Public Safety; and,
WHEREAS,
the Elk River Police Department agrees to receive a
Heartstream Automated External Defibrillator (AED)
through a public safety grant and further agrees to train its
personnel in the use of the AED and report the results of its
use to the appropriate agency.
NOW, i THEREFORE, BE IT RESOLVED, that Assistant Chief Jeffrey
Beahen is hereby authorized to execute such agreement and amendments as
are necessary and to implement the project on behalf of the Elk River Police
Department and to be the fiscal agent and administrator of the grant.
Passed and adopted by the City Council of the City of Elk River this 23rd day
of NoVember, 1998.

Attached is a letter from Pamela J. Docken, Department of Public Safety's Grants
Administrator, info .r~ning you that your agency has been selected to receive a
Heartstream Automated External Defibrillator(s).
The process of designating the number of defibrillators to interested agencies was
difficult in that we received funding to purchase 220 units and had request for over
600 from 129 law enforcement agencies throughout the state. The review committee,
consisting of representatives from the Department of Public Safety, the Attorney
General's Office, the State Chief's Association and the Minnesota Police and Peace
Officers Association, utilized a number of criteria in reviewing the requests.
In my opinion, members of the l~mesota Legislature are to be complimented in
funding this project. I am confident the defibrillators received through it will enhance
your agency's response to critical medical situations.

Dear Chief Zerwas:
The detailed process of selecting a vendor of Au,t_omated External Defibrillators (AED)
was recently completed by the State of Minnesota s Department of Administration. The
Department of Ad.ministration has awarded the contract to Heartstream/Laerdal
Corporation.
These contracts will allow the Department of Public Safety to purchase a total of 220
Automated External Defibrillators (AED) for the purpose of distribution. I am pleased to
inform you that your agency has been awarded one Automated External Defib .dllat.o..r.(s);
This contract was also negotiated to allow la-'~'-'~nforcement agencies an(3 pollt~ca~
subdivisions who are or become cooperative purchasing venture members (CPV), to
purchase Defibrillators via the state contract*.
Members of law enforcement have shown enormous interest in this program, with 129
law enforcement agencies across the state requesting a total of over 600 AED units.
The review committee had the difficult job of awarding the AED's based on the following
cdteda:
The total amount of Defibrillators requested by each applicant
Information regarding their patrol area, population and coverage area
Availability of ambulance/paramedic services
Whether or not the agency provides 24 hour service
Whether the agency ~s a first responder
In order to receive the AED(s) that have been awarded to you:
· Your agency must provide a letter from your Medical Director stating he/she
accepts the responsibilities of providing your agency the medical direction that iS'
required for the implementation of this program.
· The State also requires an odginal resolution from your governing body
authorizing acceptance of the AED(s) and identify who within your agency has the
authority to sign off on the grant agreement.

What happens next:
I will be working to create a statewide uniform training program that will cover the proper
use of an AED and the collection of data. This training will be provided by the vendor to
your agency at no cost. I will also be mailing out contracts for your signature within the
next few weeks. After the contract is received and executed by the State your AED(s) will
be shipped directly to you by the vendor. You will receive a copy of the executed contract,
a packet of information containing information regarding training opportunities and data
collection requirements.
