SUBJECT: Recommend Approval of a Resolution Supporting a Sherburne
County Grant Request

Analysis
As indicated on Mr.Edgeton's memo,Sherburne County is submitting a grant application to
the Minnesota Department of Transportation in order to obtain abandoned railroad corridor
in Livonia Township from the City of Zimmerman to the northerly Elk River corporate
boundary. They are also requesting monies to complete the paving of the trail from County
Road 33 in Elk River to the City of Zimmerman. They are requesting that the City of Elk
River support this grant application, including providing a local match.
This grant is an 80/20 matching grant program;therefore,80 percent of the project cost will
be paid for through the grant and the local match will be 20 percent of the project cost. The
City would need to cover 20%of the project cost to pave that portion from County Road 33
to the northerly corporate limits. At this time no cost estimates have been prepared for the
paving portion of the project,however,staff sees this an opportunity to complete the paving
of the remaining trail corridor.
Recommendation
Staff recommends that the Park and Recreation Commission recommend that the City
Council approve the attached resolution in support of the Great Northern Trail acquisition
and paving.

Background:
Sherburne County is planning to submit a grant application from the MN
Department of Transportation "Transportation Enhancement Fund" program.
The Project consists of the acquisition of a 100-foot right of way along the
abandoned railroad corridor in Livonia Township from the City of
Zimmerman' city limits to the south border of Livonia Township. The project
also includes the construction of a 10-foot wide bituminous trail along this
property extending south into the City of Elk River to County Road 33, thereby
connecting to the existing paved trail owned by the City of Elk River.
If funded,the Transportation Enhancement Fund provides 80% of the cost with
the local community being responsible for the remaining 20%. Construction
costs that would apply to the City would be pro-rated based on where the work
and costs are incurred (either inside or outside the City of Elk River).
Construction work would not be scheduled until 2004 and would require
completion by July 2005.
If the City of Elk River approves, please provide me with a resolution supporting
the above project similar to the sample resolution written above. Thank you.
