TO: FROM: DATE: SUBJECT: Mayor & City Council Pat Klaers, City Admi n',~~o r November 23, 1998 1999 Pay Plan Resolution Attached for your consideration is the proposed 1999 city pay plan resolution. The pay plan is proposed to increase 3 percent for 1999. The City Council has approved a 3 percent increase in the city pay plan for the past few years. The police union contract calls for 1999 increases of 2.75 percent on January I and another .5 percent on July 1. In 1998, the Utilities provided pay increases of approximately 3.21 percent and have not yet decided the adjustment for 1999. Other than the increase in the pay plan, most of the changes are "routine." For example, the insurance contribution by the city is scheduled to increase by $15. This increase in consistent with the police union increase. The city's contribution to employee insurance has increased by $15 for the past few years. This 1999 pay resolution also includes such things as a wage increase for the part time ice arena workers which the Council previously approved. One change to note and which, if approved, will also be proposed in the year 2000, has to do with the Christmas holiday. The city includes Christmas Day and Christmas Eve as two of the eleven holidays. In December 1999, Christmas is on Saturday, so the Christmas holiday is given on Friday and then the Christmas Eve holiday would be given on Thursday. In order to be customer friendly, the city is requesting Council approval for one floating holiday and then to require city offices to be open on Thursday, December 23, 1999. (For your information, in the year 2000, when Christmas is on Sunday, the Christmas holiday would be given on Monday with the Christmas Eve holiday being given on Friday. In 2000 we will again ask for a floating holiday and to have city offices open on Friday, December 23, 2000.) Please note that some employees can still take Thursday, December 23, 1999, off as vacation or as the floating holiday, but enough staff will have to be present so that each department has some employees available to respond to citizen inquiries and requests. Peine, City Clerk s:document/resolution/p aypln99 CITY OF ELK RIVER 1999 COMPENSATION PLAN FOR NON-UNION EMPLOYEES EXHIBIT 1 PAY Pay Ranges All 1998 pay ranges established by the City Council will increase by 3 percent on January 1, 1999. The 1999 pay ranges for City employees are listed in Exhibit 2. o Any employee who is paid at a rate which is higher than the top of the pay range will receive a 3 percent increase but the base pay will increase only 1.5 percent. 3. The Waste Water Treatment Operators shall be paid as follows: License Step A-E D F-I C J-K B L Once a license has been obtained, the employee shall immediately move to the lowest step for that license. The employee will move up one step each July i until the highest step for that license has been reached. Step Increases o On July 1, 1999, all City employees performing at an acceptable level will move up one step in their pay range. o All orientation period employees shall receive increases as stated in the offer of employment letter. If no special provision was outlined in the offer of employment letter, the orientation period employee shall receive the first step increase no earlier than six months following date of hire. s:document/r esolution/p aypln99 Lead Worker o When the Waste Water Treatment System Superintendent is absent for at least one continuous eight hour period, at the discretion of the Superintendent, one Waste Water Treatment Operator may be appointed as the "Lead Worker." The "Lead Worker" will receive an additional $1.80 per hour for the additional "Lead Worker" duties and responsibilities. Part Time Pay The part time Ice Arena Workers shall be paid in accordance with the following schedule: Ice Arena Worker One Ice Arena Worker Two Ice Arena Worker Three Cashier Start $7.50-$8.25/hr. $6.50-$7.25/hr. $6.00-$6.75/hr. $6.50-$7.25/hr. All non-exempt liquor store employees will receive holiday pay at the rate of one and one-half times their regular rate for working on the following holidays: After 4:30 p.m. on New Year's Eve Saturday before Memorial Day Friday before the 4th of July ff it falls on a Saturday or the Saturday before the 4th of July ff it falls on a Sunday Saturday before Labor Day Christmas Eve Day 11. Snow plow operators shall be paid double time plus holiday pay for all hours worked on holidays. Early Call-Out and On Call Pay 12. Snow plow operators shall be paid an additional one hour of pay at their regular rate for each day they are called out prior to 6:00 a.m. to plow snow. 13. Street Department employees shall be paid an additional hour of pay at their regular rate for each day they are on call during the winter snowplowing season. Out of Class Pay 14. Ice Arena Workers Two or Three who operate the ice resurfacer will be paid at the Ice Arena Worker One rate for the time spent operating the ice resurfacer. Time will be tracked in quarter hour increments. LEAVE TIME 15. Vacation leave shall be granted in accordance to Appendix I as attached. Holiday and sick leave shall be granted in accordance with the City's Personnel Ordinance with the exception of one of the Christmas leave days which will be a floating holiday to be used anytime during 1999 as outlined in Appendix 2. s :documont/r osolution/p aypha99 16. All regularly scheduled, part time employees scheduled to work an average of at least 20 hours per week shall receive prorated vacation, holiday, and sick leave. INSURANCE BENEFITS 17. The City's maximum contribution for single health, single dental, and single life benefits for 1999 is $355.00 per month. Any difference between the City's contribution and the premiums for single health, single dental and single life insurance may be used to reduce the employee's share of the family health insurance premium. 18. Prorated insurance benefits will be offered to all employees scheduled to work an average of 30 or more hours per week. EDUCATION REIMBURSEMENT 19. To encourage continuing education for City employees, the City will reimburse 75% of the tuition fee to any full time employee for successfully completing accredited college or other classes directly related to the employee's position with the City. Any such class must be taken on employee time and receive written approval by the City Administrator prior to class registration to determine if tuition reimbursement will be made. Books required for class are not subject to reimbursement. OTHER 20. The City Council may make adjustments in any section of the Pay Plan at any City Council meeting for any reason including changes in employment status, changes in work responsibility, performance incentives, state or federal law changes, the Pay Equity law or any other reason the Council may deem appropriate. 21. That Section 218.06 (5)(C)(vi.) pertaining to "Sick Time Administration" of the City of Elk River Code of Ordinances shall be amended as follows: vi. Provided the following conditions are satisfied, an employee shall be entitled to a cash payment for unused sick time in an amount equal to tcn fifteen percent (~ 15%) of his/her accumulated sick time up to a maximum ^~ ~ ........ ~ ,~n~ ~ l~n ........ ~ sic][ days payment of one hundred forty-four (144) hours.+ a. The employee must resign in good standing; b. The employee must provide written notice of his/her resignation to 'the City at least two (2) weeks in advance of the employee's last day of work; and c. The employee must have worked for the City for at least two consecutive years. The cash payment shall be in an amount equal to ten fifteen percent (~-Q 15%) of the employee's accumulated sick time (at the employee's current rate of pay), up to a maximum ~ ~ ........ ~ /~n~ ^~ ~on accumulated sic][ days payment of one hundred forty-four (144) hours. For example, if an employee is paid $10.00 an hour, satisfies the above-mentioned conditions, and resigns with an accumulation of 120 sick days, the employee will receive $960.00 $1,440.00 for unused sick time (~on 4 ...... ~on ~^~ 4 .... ~n ~nn. lnt ~¢ Section 2. That Section 218.06 (5)(C)(vii.) pertaining to "Sick Time Administration" of the City of Elk River Code of Ordinances shall be amended as follows: vii. The accumulation of sick time in excess of 120 ~ .... ~ 960 hours shall not be subject to the ~.. fifteen percent (~-Q 15%) payment under this policy. However, employees may continue to accumulate sick time in excess of 120 days 960 hours as a form of income protection in the event of unexpected long-term illnesses during their employment. Section 3. That this ordinance shall take effect and be in full force from and after the date of its publication.
