Background/Discussion
The city is required to implement and manage a Fats, Oils, and Grease Control Program under the MS4
Stormwater Permit. This applies to all Food Service Establishments (FSEs) and Food
Manufacturer/Processer Establishments (FM/Ps) within the city limits and urban service area.
Per the National Pretreatment Program,nondomestic dischargers must comply with pretreatment
standards to ensure that the goals of the Clean Water Act (CWA) are attained. The objectives include:
a. Prevent the introduction of pollutants into a publically-owned treatment works (POTW) that
will interfere with the operation of the POTW,including interference with its use or disposal of
municipal sludge.
b. Prevent the introduction of pollutants into a POTW that will pass through the treatment works
or otherwise be incompatible with such works.
c. Improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludge.
The presentation provides an introduction and overview of the program and identifies responsibilities of
food service establishments and the city. This program will require amending Ordinance 78-156 which
will be discussed at the April 21 work session.
