Approve,by motion,the promotion of Police Officer David Windels to Patrol Sergeant, effective April
14, 2014.
Background/Discussion
The Council approved the creation of a Special Services Sergeant position in the 2014 Police Department
budget. A current patrol sergeant will be assigned to that position,which will create a supervisory
vacancy on one of the patrol shifts. The Police Department conducted a selection process to fill this
vacancy. Officer David Windels has been selected as the most qualified for the position.
Officer Windels is an eight-year veteran of the Police Department. Prior to that,he worked for the
Goodhue County Sheriffs Office and the St.Joseph Police Department. He holds an AAS degree in law
enforcement. Officer Windels is a department firearms and defensive tactics instructor,peer counselor,
and member of the bike team. He is the countywide coordinator of the Toward Zero Deaths/Collision
Reduction and Safer Highways program. Officer Windels is the current SWAT team leader.
Officer Windel's awards and recognition include: the police service ribbon, 2 lifesaving awards, 6 unit
citations, 5 year service ribbon, SWAT, training cadre, and peer counselor service ribbons.
Financial Impact
This is a budgeted position. Pay rate will be at starting sergeant level per the current collective bargaining
contract.
