RE: EMERGENCY VEHICLE PREEMPTION/LED INDICATORS
Dear Council Members:
We have tabulated the bids opened on November 18th, 1998, for the Emergency
Vehicle Preemption/LED Indicators project. There were a total of seven bids. The
following list provides the name of the bidder and the total bid submitted:

As you are aware, there is a cooperative agreement with MnDOT for funding this project.
Analyzing the Iow bid submitted by Killmer Electric, it appears that the City contribution
for the Emergency Vehicle Preemption system is approximately $32,000 plus overhead.
The LED indicators are to be funded by the Elk River Municipal Utilities. It appears that
their portion of the cost is $70,200 plus overhead. Both of these numbers are less than
was estimated prior to the bid.
We have provided detailed information regarding the Iow bid to Bryan Adams of the Elk
River Municipal Utilities. It is our understanding he will be taking this project to the
Commissioners in early December. Attached for the City Council's consideration is a
resolution accepting the Iow bid and awarding the contract to Killmer Electric. We would
recommend that this resolution be adopted with the contingency that, prior to the issuing
of a notice to proceed, the Elk River Municipal Utilities must act on the LED indicators.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
EMERGENCY VEHICLE PREEMPTION/
LED SIGNAL INDICATORS IMPROVEMENT OF 1998
WHEREAS
WHEREAS
pursuant to Resolution 98 - 114, competitive bids were solicited and received for
the Emergency Vehicle Preemption/LED Signal Indicators improvement as set
forth in the bid tabulation attached hereto and incorporated herein by this
reference; and
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Killmer Electric Company is the lowest
responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Killmer Electric Company as is approved by the City Attorney
for the completion of the Emergency Vehicle Preemption/LED Signal Indicators
improvement according to the approved plans and specifications designated in
Resolution 98- 114.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
