DISCUSSION:
• MMPA is looking to its members to extend their membership contract end date from
2040 to 2050. ERMU had already agreed to this when joining MMPA in 2013. In part,
the reason for the extension is to improve the agency's positioning for issuing debt at a
lower cost. I previously spoken at Le Sueur's council meeting. At the request of
Chaska's City Administrator, I also spoke at the March 17`h Chaska city council meeting.
• The MMUA Government Relations Committee has been meeting of a regular basis
already this session. Many of the potentially problematic bills have been given attention.
Bill Black, MMUA's Government Relations Director has done an excellent job keeping
on top of issues and keeping the municipal managers informed. We would not be able to
do as well of a job protecting our customer's interests without Bill and MMUA looking
out for public power and water.
• MMUA Winter Legislative Conference is coming up April 23-25.
• City/Utilities managers help our annual employee appreciation breakfast. At this event
the managers provide, cook, and serve breakfast to our employees. It was well attended
again this year.

DISCUSSION:
We had 2,611 credit card payment transactions in March, compared to 2,271 in February. The
fee for March should be $5,874.75.
An update on the software conversion:
• NISC has received test samples of our data and is in the process of"mapping"our
current data to their structure, and starting the data conversion on their side.
• Two NISC staff members were here March 31s` through April 2n for the business
practices analysis component related to the software conversion on the accounting
side. We went over a comprehensive document addressing a series of questions
on how we currently complete tasks for all the modules we will be working with.
There was good discussion on the expectations we have for the software, what the
differences will be and what the capabilities are. In most cases, NISC offers more
opportunity than our current software provider. However, there were some areas
identified that would be no opportunity but static(continue with the same
processes we currently have even if they are not the most efficient), and some
areas where there is a better opportunity in our current software. That being said,
this is still very early in the process and we may be able to find a workable
alternative for the areas we deem needing a better opportunity in NISC. We will
continue to explore these opportunities.
• One of the items we definitely need to look at more closely is the,financial
statements. The NISC financials follow a Cooperative Company necessary
reporting structure and are, quite honestly, not of much use to us. So it appears
we would need to extract data and compile financials outside of the software, or
invest (either internal resources or NISC resources) to create financials we can
use. We still need to look more closely at this, but if we have to totally create our
financials with NISC, I will be coming back to you for additional input. So please

give some thought to discern what information you might like to see differently,
additionally, or expect the exact same.
• We have a significant follow up list of items to provide further information to
NISC to aid in their converting our data and understanding our processes. We
will be having a follow up phone call on Monday, April 7`h and will have weekly
discussions with NISC moving forward as the conversion advances along.
• NISC will be converting and testing our data through June. The week of June 9th
they will be back on site to start training administration on the use of the software,
hopefully with our actual data.
The cold weather rule ends April 15th and we will be scheduling shutoffs April 17`h. We have 24
remote control meters that are being installed this week to aid in the shutoff of some more
difficult and/or repeat offenders. Staff is currently working at identifying the best process for
implementing the use of these meters regarding notification to the customer.

• Had eight new services.
• Continue working on the Triple Deck Feeder rebuild.
• Continue tree trimming.
• Continue working on fixing problems that the infra-red camera finds.
• Continue working on collecting data with the GPS for our ArcView maps as time
permits. We had to send away the hand held collector to get repaired.
• Started working on an additional service and a line extension for Aggregate Industries
gravel pit.
• I will not be at the commission meeting as I will be attending the APPA Engineering and
Operations conference in Oklahoma City, Oklahoma.

DISCUSSION:
• The Locating department had a total of 82 locate tickets in March; one of them being an
emergency ticket, two cancelations,three meets,68 normal tickets, one boundary survey,
six updated tickets and one non-excavation ticket.
• In March,the Security Systems Department had a total of 89 phone contacts, 12 systems
quoted, 13 system sales made, 11 installs completed, 25 service calls and 12 personal visits.
• Electric Technicians continue with the meter reading,power bill, substation checks,hanging
red-tags,meter read-outs and off-peak issues. They continue to change out the three phase
meters to radio read meters and help with the monthly engine runs.
• The power plant staff did the monthly engine run on March 18th.The engines ran good with
no problems. They had to have the engines off line for a couple of days to perform the web
deflections. Everything was well within the allowable tolerances.
• Staff continues to collect data with the GPS for our ArcView maps as time permits.This is
an ongoing project and with the coming spring,the data collection should get a bit easier.
• Richard Wagner and Mike Thiry attended the 2014 MWEUUG Conference in Rochester,
MN. This was a conference for ESRI Arc-view mapping.
• Tony attended the MMUA Meter School in Marshall. His education form is attached.
• I will be attending the E&O Conference in Oklahoma City at the time of the Commission
Meeting.

• Delivered 6 new residential water meters.
• Sealed the water meter and took curb stop ties from 4 water services.
• Shut off 2 water services and 2 electric services, also turned on 8 water services and 3
electric services.
• Went on 4 Water Meter Service calls.
• Completed 25 BACTI/Total Chlorine Residual Samples; all confirmed negative for
Coliform Bacteria.
• Completed 20 routine fluoride samples. All samples met MDH standards.
• Completed 2 Radiochem samples for the Minnesota Department of Health. Radiochem
samples are completed annually. The tests are conducted to determine how much radium
and gross alpha is in our drinking water.
• We ended up with a total of 42 frozen water services. Approximately 24 inches of frost
has come out of the ground,but the frost still remains to be over 6 feet deep.
• Mike, Angela, Pete, and Steve replaced all of the backwash valves at Well #7. This was
done to repair the backwash system at Well #7. They also have replaced 2 air actuators
with gear actuators and repaired one valve that was thought to be failing. By doing this
they saved the water department roughly$16,000.00 in parts and labor.
• Sprint is nearly complete with their antenna upgrades at the Gary and Johnson Street
Towers. We are still in talks and plan reviews with Verizon to install antennas on the
Gary and Johnson Street Towers. We have now started talks with Sprint to complete
another antenna upgrade to the Gary and Auburn Street Water Towers.

• Energy City welcomed 3 new Commissioners; Chris Tanaka, Jason Hoskins, and Jim
Hamann. The new commissioners are representing business and schools groups as well
as Waste Management. The Energy City Commission is still looking for a representative
from ISD 728. Tom Sagstetter will be the Chair Person and Denny Chuba will be the
Vice Chairperson for the coming year.
• Kristin Mroz will be the representative for the City of Elk River and will be the Secretary. Over
the next few weeks the Energy City Tour scheduling will transition away from the Utilities to
Kristin. There are 4 tows scheduled for April and May with more to come since spring seems to
be the most popular time with schools.
• Attended the Elk River Expo and the event was a big success considering the weather
was so nice. The Utilities booth was very popular as always. There were approximately
150 surveys completed. We had 16 attendees express interest in purchasing a rain barrel
this spring. There were 47 individuals that provided email addresses to receive the
residential online newsletter bringing the total residential subscribers to 123. One
commercial customer requested the newsletter bringing that total to 32.
• Commercial efficiency rebates are going well for so early in the year. There are a good number
of projects in the works that should help ERMU reach the energy savings goal this year.
