Approve,by motion, the position description for Police Department special services sergeant.
Background/Discussion
The creation of the special services sergeant position was approved by the City Council for the 2014
budget. This position will assume some of the tasks currently handled by the captains, freeing them to
devote more time to responsibilities more commensurate with their positions.
The special services sergeant will supervise the crime prevention specialist and community service officers
currently supervised by the administrative captain. This sergeant will be responsible for crime analysis,
crime prevention programs, traffic safety analysis, and formulation of strategies for more effective Police
Department responses to community concerns. This position will be filled by a current sergeant.
Financial Impact
This is a budgeted position. Pay rate will be at the assigned sergeant's current rate per the labor contract.

Position Summary
The Special Services Sergeant works under the direction of the Patrol Captain and the Police Chief;
supervises and coordinates the law enforcement efforts of the patrol officers, crime prevention
specialists, community service officers,and reserve unit.
Essential Functions
1. Supervises crime prevention specialist, community service officer, and patrol officer duties.
A. Supervises, coordinates, and directs activities of the crime prevention program.
B. Supervises, coordinates, and directs activities of the community service unit.
C. Supervises, directs, and controls animal enforcement activity and dangerous dog
declarations and hearings.
D. Supervises, coordinates, and directs activities of patrol officers as necessary.
E. Supervises and coordinates department participation in multi-jurisdictional traffic
safety activities.
F. Supervises and coordinates the detection of law violations and hazards to public
safety.
G. Schedules workload to maintain high visibility and to ensure adequate response to
emergency and non-emergency calls for assistance.
2. Coordinates community crime prevention activities.
A. Conducts crime analysis and formulates effective police department responses.
B. Coordinates, directs, and assists with Neighborhood Watch programs.
C. Coordinates, directs, and assists with Night to Unite activities.
3. Coordinates and performs traffic law enforcement duties.
A. Conducts traffic safety analysis and formulates effective police department responses
to traffic violations and motor vehicle crashes.
B. Coordinates the enforcement of traffic laws including laws governing the operation
of motor vehicles and their operators and laws relating to bicycle and pedestrian
traffic.
C. Observes and corrects hazards to motor vehicle and pedestrian traffic.
D. Assists disabled or distressed motorists.
E. Investigates motor vehicle accidents.
F. Enforces laws governing the operation of motor vehicles and their operators and
laws relating to bicycle and pedestrian traffic.

4. Conducts education and training.
A. Coordinates and conducts public education on crime prevention,personal/business
security, and traffic safety.
B. At the direction of the patrol captain,plans, coordinates, schedules, and conducts
department training.
5. Manages crime scenes.
A. Responds to and/or supervises crime scenes; directs other responding units;
identifies, obtains, and secures evidence.
B. Identifies and interviews witnesses,victims, and suspects.
C. Prepares crime reports and assists the investigator as needed.
D. Assists prosecuting attorneys with the preparation of suit as directed;testifies; and
coordinates the appearance of witnesses.
6. Performs administrative duties.
A. Perform administrative tasks as directed.
B. Reviews hunting permit applications and issues hunting permits.
C. Handles walk in reports when practicable.
D. Schedules and conducts tours.
E. Coordinates fleet maintenance and vehicle assignments.
F. Reviews special event permit applications and schedules department resources.
G. Assigns and schedules employee workload.
H. Assists with internal investigations as directed.
I. Compiles reports and statistical law enforcement data.
J. Maintains patrol supplies and equipment inventory.
7. Performs supervisory activities.
A. Directs and/or advises and/or assists officers with decisions and/or actions
regarding calls, arrests, or other incidents.
B. Directs officers in group activities.
C. Monitors and directs adherence to department policies,procedures,performance
standards, state, and constitutional law.
D. Receives and investigates internal complaints.
E. Performs timely annual performance reviews of all employees supervised.
F. Encourages and assists employees with personal development and goals relating to
their jobs.
G. Recognizes and identifies training needs.
H. Recognizes and/or identifies policy and procedure needs or changes and makes
recommendation.
L Provides corrective counseling and disciplinary measures or recommends disciplinary
action, as appropriate within department guidelines.
J. Maintains accurate and complete supervisory records regarding employees and
designated responsibilities.
8. Performs other essential job duties.
A. Regular and timely work attendance.
B. Follows all safety procedures.
C. Participates in safety training.

Required Knowledge, Skills, and Abilities
❑ Knowledge and training in supervisory functions.
❑ Knowledge, skill, and ability to effectively use personal and departmental equipment.
❑ Skill to communicate effectively with a variety of groups such as youth,business people, and
seniors.
❑ Skill in gathering appropriate information through interviewing victims,witnesses, and
suspects and contacting other law enforcement agencies.
❑ Skill in operating a police vehicle in all kinds of weather conditions and situations.
❑ Ability to comprehend and apply federal, state, county, and city criminal, traffic, and other
civil laws.
❑ Ability to prepare routine reports, case files, and correspondence.
❑ Ability to supervise subordinate officers.
❑ Ability to work under adverse conditions.
Minimum Qualifications
❑ Two-year law enforcement related degree.
❑ Valid full-time POST license.
❑ First responder certification.
❑ Valid driver's license.
❑ Must meet all state-mandated requirements and local policies such as a physical examination
and criminal background check.
❑ Five years full time patrol experience with the Elk River Police Department or;At least three
years full time patrol experience with the Elk River Police Department (of which at least two
years must be patrol), and at least three years full time police experience with another agency.
Preferred Qualifications
❑ Bachelor's degree in law enforcement related field.
❑ At least two years of experience as patrol sergeant.
