Approve,by motion,the following equipment purchases:
1. 2014 Mack tandem axle plow truck with Towmaster equipment for snow removal efforts
2. 2012 John Deere 6430 Tractor equipped with a boom mower unit
Background/Discussion
The listed equipment was approved for purchase in the 2014 Equipment Replacement Fund. This
equipment will replace aging equipment within the fleet.
The plow truck will replace a 1987 Ford L8000 with significant use and mileage. The Roadside mowing
unit will replace a 1999 John Deere 6410 tractor with 4,000 hours. We will also install the same style of
side boom mower.
The plow truck and equipment is on state contract for $234,744.85. Even with the state pricing,
significant cost increases have occurred recently as manufacturers are required to comply with new
emission control standards. Trucks are now required to install diesel exhaust fluid tanks to inject fluid in
the exhaust system to super-burn excess particulate matter prior to exhausting from vehicle.
The tractor is not on state contract. Two quotes were received from equipment vendors per the city
Purchasing Policy.
■ 2013 New Holland T6-175 from Trueman Welters, 175 hours, auto shift transmission,
quoted price of$79,500.
■ 2012 John Deere 6430 Premium from Scharber's, 445 hours, 24/24 auto quad transmission,
quoted price of$70,000.
The 2013 22 foot Diamond mower attachment is on the state contract. The contract price is $31,092.
Financial Impact
The total cost of the equipment with accessories and attachments is $335,826.85,less trade in value of
$28,000 for the current mower/tractor the net cost is $307,836.85. The Equipment Replacement Fund
budget for this equipment was estimated at$282,750. The difference will be made up from a$50,000
savings from a chipper purchase that will be moved from 2015 to 2020 to offset the purchase amount
and overall savings from other purchases in the 2014 Equipment Replacement Fund.
