Beahen, Chief of Police 2-19-04 Request to order new squad cars State bids are out for squads and we are requesting permission to purchase three vehicles. We originally had cut this purchase down to just two squads due to the purchase of the new command post. We have discovered however that the squad pricing is very good, and we can acquire three cars for the price of two, and will still have enough funds available to finish the command post. Our allocated department total for vehicle purchases is as follows: $87,000 $41,000 $128,000 Equipment Certificates Equipment Reserves Department total (Originally slated for 3-squads) (Originally slated for motorcycle and unmarked squad) Our only purchase thus far has been the command post for $38,000. We budgeted in an additional $12,000 for shipping, paint, extras - but were told today that the final cost will be far less than the amended budgeted total of $50,000. The state bid for police package unmarked vehicles was awarded to Hinckley Chevrolet. Our planned purchases are: 1 - Pursuit package 2004 Chevrolet Impala (unmarked) for patrol sergeants $17, 422.00 1 - Non-pursuit 2004 Chevrolet Impala (unmarked) for investigations $14,200.00 The state bid for marked vehicles is also out, but I would ask that we award the single marked vehicle purchase to Elk River Ford. Their contract pricing is only $90 higher than the State Contract price, and I support keeping our business local when the price difference is that low. i - Ford Cro~vn Victoria 2004 police pursuit package marked vehicle. $21,390.00 Our last ~ndcip~ted purchase that won't be firmed up until ~tfter April ig the police motorcycle. That is estimated to be less than ~16,000. All totaled, these purchases add up to $119,012. That leaves $8,988 for set-up of the three vehicles. Only one needs decals, two need radios and one needs a light bar. Those costs are close to this remaining amount. I anticipate ho'~vever that we will be at least ~5,000 under budget on the command post and that amount can be applied to any additional incurred set- up costs. We also have available funds in our forfeiture account that would cover any other unforeseen costs. Our request to include this last unmarked squad is to avoid some larger anticipated costs in next year's budget, when we ~vill be looking to replace a minimum of 5 squads and would have also been asking for the last unmarked. Purchasing now relieves that additional car from the 2005 budget and still maintains the current year's purchases within our allocated budgeted amount. The majority of this good fortune is the lower pricing on the Chevrolets, a combined savings of 911,348 compared to having bought all Fords. I am requesting your approval to purchase the two Chevrolets from Hinckley Chevrolet and the Ford from Elk River Ford. I will return for the motorcycle request when we have a fn:m number from Harley Davidson, which we will receive at the completion of our current lease. Respectfully submitted by: Je~~.
