Action Requested
Adopt,by motion,a resolution approving plans and specifications for the Wastewater Treatment Facility
Expansion and authorize it be advertised for bids.
Background/Discussion
Plans and specifications have been prepared for necessary improvements at the Wastewater Treatment
Facility as detailed in the Facility Plan,which was approved by Resolution 13-15.
Contingent of final approvals, the anticipated schedule for the delivery of the project are as follows:
• Approve Plans/Authorize Bids May 5, 2014
• Open Bids June 5, 2014
• Award Contract June 16, 2014
• Construction July, 2014—Sept. 2016
Financial Impact
Advertising expenses associated with the project will be incurred with the approval of this item. The final
project budget and financing plan will be reviewed after bids are received and ahead of the award of a
construction contract.

A Resolution of the City of Elk River Approving Plans and Specifications and
Ordering Advertisement for Bids in the Matter of the Wastewater
Treatment Facility Improvements
WHEREAS, Bolton &Menk,Inc, at the direction of the City Engineer,has prepared
plans and specifications for the Wastewater Treatment Facility Improvements,which plans
have been reviewed by the City,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows:
1. Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
2. The City Clerk shall prepare and obtain the publication of an advertisement for bids for
the making of the improvement pursuant to the attached plans and specifications. The
advertisement shall be published for 21 days, shall specify the work to be done, and shall
state that the bids will be received by the City Clerk until 2:00 p.m. on June 5,2014, at which
time the bids will be publicly opened in the Council Chambers of the City Hall by the City
Clerk and the City Engineer and will then be tabulated for consideration by the City Council
at a meeting thereof at 6:00 p.m. on June 16, 2014 in the City Council Chambers at City Hall.
No bids will be considered unless sealed and filed with the City Clerk and accompanied by a
cash deposit, cashier's check, bid bond, or certified check payable to the City of Elk River in
the amount of 5% of the amount of such bid.
