Background/Discussion
Elk River has had a successful sealcoat program for many years. In the last 6 to 8 years,we have
experienced continued premature pavement deterioration throughout our system. These problems range
from rock shedding off the surface to the formation of multiple shallow potholes along streets that have
been previously seal coated.
Numerous other cities within the metro area are experiencing the same problems. MnDOT has studied
the problem and feels the condition is resulting from poor compaction of the original pavement. Many
local agencies contend the MnDOT mix designs are not providing the needed durability. In any case,
many cities have discontinued seal coating and are experiencing improved road longevity. Other agencies
have continued with their seal coating program with a different variation of rock.
To address the conditions that are developing,we propose modifying our approach. We propose to
continue the process of crack filling all streets on an 8-year rotation. This is our primary defense from
water penetrating the roadway. We re-evaluated all of the roadways originally scheduled to be seal coated
with this year's project and have reduced the project to concentrate seal coating on segments that,
without treatment,would be subject to excessive premature failure. A more costly aggregate,which other
communities are having better experience with,will be used.
Upon approval, staff will advertise the project for bidding and bring the lowest responsible bid back to
the City Council for consideration and final approval.
Financial Impact
There is no cost associated with the requested action. The budget for 2014 preventative maintenance is
$379,650. Once bids are received for seal coating, staff will evaluate the remaining budget to determine
how many deteriorated areas on our system can be treated with a more comprehensive mill and overlay.
