Dietz, Councilmembers Wilson, Burandt,Westgaard, and Motin (6:34 p.m.) Members Absent: None Staff present: City Clerk Tina Allard, Finance Director Tim Simon, and Executive Secretary/Deputy City Clerk Jessica Miller Also Present: Sherburne County Assessor Daniel Weber, Chief Deputy Assessor Greg Olson, Residential Appraisers Kristi Botzek and Lori Bistodeau, Agricultural Specialist]eanne Henderson, and Commercial/industrial Appraiser William Riley I a all Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and Equalization was called to order at 6:30 p.m. by Mayor Dietz. 2,. Board of Appeal and Equalization Daniel Weber, Sherburne County Assessor,indicated that the purpose of the Board of Appeal and Equalization is to consider andrCViCIA7 2014 estimated market values and property classifications for taxes payable in 2015. Information was presented on the assessment procedures and statistics for the City of Elk River 2014 assessments. The Board of Appeal and Equalization heard appeals as outlined below: 1. Katie Franaschouk, Parcel Identification Number 75-688-0112 Ms. Franaschouk explained she purchased the home in January for$210,000 and would like the market value to more closely reflect the purchase price. She noted she has an independent appraisal that she would be willing to share. Ms. Botzek indicated the entire neighborhood was reassessed in 2013; however, she was unable to gain access to the home because it was bank owned at the time, Ms. Botzek requested an opportunity to review the home and adjust the market value if appropriate. Ms. Franaschouk agreed. Moved by Councilmember Wcstgaard and seconded by Councitmember Motin to make no change to parcel 75-688-0112. Motion carried 5-0. Carl and Sally Thompson, Parcel Identification Number 75-105-3200 Ms. Henderson distributed a handout on the above parcel. Moved by Councilmember Motin and seconded by Councilmember Wilson to adjust the value of parcel 75-105-3200 from $34,200 to $,14,400 as recommended by the county assessor. Motion carried 5-0. 3. Carl and Sally Thompson, Parcel Identification Number 75-105-2300 Ms. Henderson distributed a handout on the above parcel. Moved by Councilmember Westgaard and seconded by Councilmember Motin to adjust the value of parcel 75-105-2300 from $66,800 to $25,800 as recommended by the county assessor. Motion carried 5-0. 4. River Holdings, LLC., Parcel Identification Number 75-401-0145 Ms. Botzek distributed a handout on the above parcel. Moved by Councilmember Westgaard and seconded by Councilmember Wilson to adjust the value of parcel 75-401-0145 from $110,100 to $94,200 as recommended by the county assessor. Motion carried 5-0. 5. Michael and Carla Pictrzak, Parcel Identification Number 75-714-0150 Ms. Botzek distributed a handout on the above parcel. Moved by Councilmember Motin and seconded by Councilmember Westgaard to adjust the value of parcel 75-714-0150 from $196,900 to $199,800 as recommended by the county assessor. Motion carried 5-0. 6. John and Brooke Vandenhoek, Parcel Identification Number 75-681-0352 Ms. Botzek distributed a handout on the above parcel. Moved by Councilmember Motin and seconded by Councilmember Westgaard to adjust the value of parcel 75-681-0352 from $282,800 to $271,000 as recommended by the county assessor. Motion carried 5-0. 7. Denis and Gina Dahl, Parcel Identification Number 75-681-0310 Ms. Botzek distributed a handout on the above parcel. Moved by Councilmember Motin and seconded by Councilmember Wilson to adjust the value of parcel 75-681-0310 from$299,600 to $287,000 as recommended by the county assessor. Motion carried 5-0. Moved by Councilmember Wilson and seconded by Councilmember Burandt to adjust the value of parcel 75-681-0402 from $234,500 to $221,400 as recommended by the county assessor. Motion carried 5-0. 9. Ed Specht, Parcel Identification Number 75-014-1200 Mr. Weber distributed a handout on the above parcel. Moved by Councilmember Motin and seconded by Councilmember Westgaard to adjust the value of parcel 75-014-1200 from $498,400 to $,498,900 as recommended by the county assessor. Motion carried 5-0�. 10. Capital Properties Elk River, LLC., Parcel Identification Number 75-427- 0220 11. 429 LLC, Parcel Identification Number 75-405-1520 12. CE Murphy 657, LLC., Parcel Identification Number 75-405-0410 Mr. Weber distributed a handout on the above parcels. He stated that Roll T ouchette is the representative for the above parcels and has requested the Board motion for no change to the properties to reserve his right to appeal to the County Board if necessary. Moved by Councilmember Westgaard and seconded by Councilmember Wilson to make no change to parcels 75-427-0220, 75-405-1520, and 75-405- 0410 as recommended by the county assessor.
