Members Absent: Commissioners Scott Hagen and Bruce Sayler

I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Vice Chair Tom Sagstetter at 8:31 a.m.
2. Pledge of Allegiance
Vice Chair (now Chair) Sagstetter led the Pledge of Allegiance.
3. Consider Agenda
Moved by Commissioner Matt Westgaard and seconded by Commissioner
Steve Rohlf to approve the March 19,2014 Energy City Commission agenda.
Motion carried 5-0-3.
4. Oath of Office
4.1 Jim Hamann—signed and filed with City Clerk
4.2 Jason Hoskins—signed and filed with City Clerk
4.3 Chris Tanaka—signed and filed with City Clerk
5.I Consider February 19, 2014 Minutes
Moved by Commissioner Matt Westgaard and seconded by Commissioner
Tim Steinbeck to approve the February 19,2014 Energy City Commission
minutes. Motion carried 6-0-2.
6. Awards & Recognitions
Update on High 5 award to Rebecca Haug which was awarded on February 19th,
2014. The tentative luncheon with Rebecca is April 9`h, 2014.Jeremy will confirm the
date with Rebecca and four EC commissioners will be invited to attend.
7.1 Election of Officers, Subcommittee assignments
Commissioner Matt Westgaard nominated Commissioner Tom Sagstetter for Chair
of the Energy City Commission. Commissioner Denny Chuba seconded. Motion
carried unanimously, 8-0.
Commissioner Steve Rohlf nominated Commissioner Denny Chuba for Vice Chair
of the Energy City Commission. Commissioner Matt Westgaard seconded. Motion
carried unanimously, 8-0.
Subcommittee discussion
Commissioner Denny Chuba noted that the Energy Design Subcommittee was
complete with their task
Commissioner Matt Westgaard suggested that the Energy Design Subcommittee
should continue to meet annually to update the Energy Design list
Visionary Subcommittee assignments
Commissioners Jim Hamann,Matt Westgaard, Steve Rohlf,Bruce Sayler (Denny
Chuba will substitute), and staff Kristin Mroz
Demonstration Subcommittee assignments

7.2 Action Plan Review
The Visionary Subcommittee will meet on April 7, 2014 to go over the most recent
Action Plan. The results will be discussed in the April 16, 2014 ECC regular meeting.
Please direct any comments or concerns to Kristin Mroz to be included in the April
7, 2014 Visionary Subcommittee meeting.
7.3 Comprehensive Plan Introduction
The City of Elk River Comprehensive Plan is now available online for review
(http://elkrivermn.gov/index.aspx?nid=883) and public hearings are scheduled.
Please direct any comments or concerns regarding the Energy City inclusion in the
plan to Kristin Mroz or attend a public hearing.
7.4 Energy City Trademark
The re-registration for the U.S. Service Mark Registration for ELK RIVER
ENERGY CITY and design is due April 22, 2014. The registration fee is $100 and is
good for 5 years.
Commissioner Matt Westgaard moved the motion to approve and Commissioner
Denny Chuba seconded. Motion carried unanimously, 8-0.
7.5 Future Meeting Agendas
Greg Padden- GRE
April 16, 2014 ECC regular meeting presentation scheduled by Greg Padden from
GRE: Net Metering and distributed generation. The presentation will be broadcast
online and the cable channel.
Rudy Thibodeau—Majestic Custom Electric
Rudy Thibodeau of Majestic Custom Electric, Inc. requested 5 minutes of time for
the April 16,2014 meeting to discuss LED lighting
8. Announcements
Jeremy will look into providing the Dropbox to all ECC members as well as set up
an ECC email account, accessible to all.
9. Adjournment
There being no further business, MOTION BY COMMISSIONER MATT
WESTGAARD AND SECONDE D BY COMISSIONER TIM STEINBECK
TO ADJOURN THE MEETING. THE MOTION CARRIED.
