SCWSR 05-01-2014 Sherburne Wright Cable Commission 1st Quarter Equipment Report May 1st,2014 Equipment Repairs and Upgrades Windows XP Replacements We have been working to replace all our Windows XP based Bulletin Board and Ultra Nexus workstations. So far we have replaced 14 out of 23 units. We will have the rest installed before the end of May. Of the XP machines that are still in use,none are currently hooked up to the Internet so there is no danger of them being hacked.All of the workstations in use in our Sherburne Wright Cable Commission cities that are wired into the internet are now Windows 7 based and have update software. The newly installed Leightronix Ultra Nexus workstations all have been updated with new firmware and WinLGX software and are able to be accessed remotely by SWTV/Commission staff. This is a big undertaking but so far it has gone very well with very little disruption to the city cable channels. When this is completed it will bring all cities up to the most current Windows, Leightronix and Scala software versions. Workstations Upgraded: Buffalo- Scala Bulletin Board and Leightronix Ultra Nexus Cokato- Scala Bulletin Board Delano- Scala Bulletin Board and Leightronix Ultra Nexus Elk River- Scala Bulletin Board and Leightronix Ultra Nexus plus receptionist workstation Monticello- Scala Bulletin Board and Leightronix Ultra Nexus Maple Lake- Scala Bulletin Board and Leightronix Ultra Nexus SWTV- Scala Bulletin Board and Leightronix Ultra Nexus The remaining cities are scheduled and will be finished before the end of May. Staff training for the new Scala Bulletin Board system has also happened in Delano,Monticello, Buffalo,Elk River and Maple Lake. The other cities will receive their training after the workstations are installed. 1 Other Equipment Repairs and Upgrades Maple Lake-Edit system rewired,new battery backup for the playback equipment,new raid drive for Leightronix Ultra Nexus playback. We also moved the equipment so that painting and carpeting could be done in city hall. Elk River-New raid drive for Leightronix Ultra Nexus playback,re-wired and installed software upgrades in edit system A,added speakers in the council chambers,added an audio feed to the over flow council chambers meeting room,upgraded the playback rack, started install of the council chambers media feed,service for both the Extron Scan Converter and Video Scaler located in their control room. A new HD ready rack mount monitor was installed in their control room for the cable TV feed and for future HD connections. Rockford-TriCaster repaired,new memory installed. Rockford staff discovered the TriCaster crashed 2 hours before the council meeting. AV Solutions of Minneapolis graciously provided an emergency backup unit at no charge and even delivered it to me in Wayzata!I installed it with help from Rockford staff and they were able to cover the meeting with no further problems. Their original unit had memory failure. We have seen this happen in several units as they have aged. Big Lake-We installed a new monitor in their council chambers to display their Sympodium and presentation feed and added a special HDMI converter and RF/cable TV connection. A new raid drive was also installed for the Leightronix Ultra Nexus. We also needed to repair the network router that feeds the equipment in the council chambers. Cokato-A new HD ready rack mount monitor was installed in their control room for the cable TV feed and for future HD connections. We also worked on their network switch while updating their Leightronix and Scala equipment and software. We still are trying to provide remote access to their playback system and have had multiple phone meetings with their contract IT service. Monticello-We installed a new Sympodium workstation and software in their main presentation podium. We also had several service calls for severe power outages in their council chambers and control room. A new battery backup system was installed when we added the new Scala and Ultra Nexus workstations. We also added a new raid drive to the Ultra Nexus and a new rack mount monitor was installed in their control room for the cable TV feed and for future HD connections. Repairs were also made to their meeting room AV cable snakes. Delano-We had continuing problems with the Nexus login and raid drive. All the problems were corrected once we installed the new Nexus workstation. Cable and connector repairs were needed for their Extron Scaler audience monitor feed. We also replaced their UPS with a bigger battery backup system.Two new rack mount HD ready monitors were added to their playback 2 racks. Due to problems with the internet,we also added a new network switcher to the playback rack and replaced the main network cable. Delano Twitter Update-the Twitter crawl system(which was designed by a company called DMG in Wisconsin)is working well with the new Scala software. However it was only designed to play during the time the Scala bulletin board is scheduled. Delano likes the feature so much that they have asked if it could play all the time,not just when the bulletin board is running. DMG has told me that they don't currently have a way to program this. However, Dave Leighton,the owner of Leightronix (the company that manufactures our channel playback equipment),is flying in from Michigan on May 20th to look at the Delano setup so he can help us design a special interface so the Twitter feed can operate from the Ultra Nexus all the time! I will also be taking him on a tour of some of our other cities. Buffalo-Upgrades to the council chambers control room and playback system included a new HD ready rack mount monitor for the cable TV feed and for future HD connections,upgrades to the lobby monitor system and repairs to the TriCaster. The Buffalo TriCaster had the same problems as the Rockford unit. Trailer- We repaired the trailer camera cable reels, added a Wi-Fi extender,repaired a damaged tripod and worked on the audio system. Dassel-Dassel reported having problems with their TriCaster right before a meeting. I talked the through a re-boot to get it operational but the symptoms are similar to Rockford and Buffalo. I have ordered new memory and will replace it before their next meeting. Watertown—There were no reported problems in Watertown. New Scala Bulletin Board Software In the cities where we have installed the new bulletin board machines we have also installed the new Scala Designer software. This will allow our cities to create bulletin board graphics that are HD compatible. City staff loves the new look. We also provided hundreds of backdrops that have animated motion. This provides a very unique look to the channel. I've also spent time in each city to train staff on how to use the new software. Watch for it soon on your city channel 12 and also on SWTV Channel 19. 3 HD Equipment Transition Update HD Upgrade History and Research Process During the last few years I have reported at some length on the transition to High Definition (HD)that the video industry is going through. This upgrade is just as complicated as the equipment transition everyone went through when we switched from black&white TV to a color system. There are actually many HD formats that video programs are currently produced in. In the following recommendations I have taken this into consideration and have narrowed down the upgrade options available to us to make sure they continue to be compatible not only with our current AV equipment but also our city operations,commission philosophy, goals and budget. I have put a lot of time and effort in the last few years into studying the options available to us. As part of my research into this transition; I recently attended the National Association of Broadcasters(NAB) show in Las Vegas. This show is internationally recognized in the broadcast and cable TV industry and it is the place where most of the new models of AV equipment are announced. I met with many manufacturers to find out in depth information about their new equipment and to study the current trends and changes during this transition to HD. I also met with several cities that have gone through the HD upgrade process with their government equipment and also with their cable provider.Nationally,the AV community has come to accept that the manufacturers are no longer making SD equipment or replacement parts. As we have had to replace equipment due to service issues or age we have purchased replacement pieces that are compatible with future upgrades.All of our cities already have some equipment that is considered HD compatible. At the end of 2013 I handed out a recommended transition path for each of the Sherburne Wright Cable Commission cities along with each cities equipment inventory. In the recommended HD upgrade path,we detailed a 5 year transition plan. As mentioned in previous reports, I worked extensively with our commission treasurer Mert Auger of Buffalo to develop this transition budget. In addition to being a very competent City Administrator, Mert actually speaks AV very proficiently and has been a huge help during the development of these upgrade recommendations. I have also met with many of the commission members several times and discussed the upgrade options with you and pertinent members of your city staff. I also want to thank Phil Kern for his assist with the budget format and creative ideas, Mark Davis for his input and of course commission attorney Bob Vose. 4 Next Equipment Phases and Recommended Equipment Purchases The first cities recommended to go the next phase of the upgrade are Delano,Elk River, Monticello,Buffalo and our production trailer. We divided up each city into the following equipment areas: Council Chambers, Control Room,Playback, Portable Equipment and Editing. Much of the upgrade path involves several key pieces of equipment and changing the wiring and infrastructure connecting them,the major equipment pieces are: Council Chamber cameras, Video Switcher,TV Monitors and the Channel Playback device, The cities we chose to upgrade first were selected primarily because they already had more of the components necessary to start the process. Sony Council Chamber Cameras Starting in the council chambers,the first major component necessary to transition to the next upgrade phase is the camera system. We have already accomplished this in our production trailer. One of the manufacturers I met with was Sony. We currently have Sony cameras and controllers installed in all our city council chambers.In the cities of Buffalo, Elk River,Monticello and Delano we have a model of camera that is HD ready. Currently these are setup to output standard definition(SD)video. By installing an HD-SDI interface card and changing the wiring components that go back to the control room we can convert them to a full HD output.In the remaining cities we have Sony cameras that are SD only. Sony told me that they will be carrying the HD-SDI interface card we need only for a short time before they move to a new model of camera. This means that we need to make a decision very soon to purchase these cards. We currently have about$50,000 invested in HD ready cameras in these 4 cities.If we wait too long the interface card will no longer be available and we will need to start from scratch and purchase new cameras. These cameras are still in very good shape. I received a quote from AVI Systems of Eden Prairie for the HD-SDI interface cards. They are the authorized Sony Professional repair center and dealer that we originally purchased the cameras from. The cost for 12 cards and the necessary adaptors is$21,900. This price is consistent with the cost estimate listed in the transition recommendations you reviewed last year that I have attached. I also requested quotes from several national Sony retailers which were comparable but they charged extra for the additional HD-SDI converters and do not offer local service or emergency replacement. Note: AVI Systems was the dealer who loaned us free replacement units when Delano had problems. Action Requested:I would recommend that you approve the purchase of these Sony HD SDI interface cards and parts for$21,900 from authorized Sony Professional dealer AVI System of Eden Prairie,MN. 5 Newtek TriCaster Video Switching System for the Control Room The next major component and the heart of the control room is the AV. switching system. We have used the SD version of the Newtek TriCaster going on 10 years in our cities and it has served us very well. The new HD TriCaster is amazing! (Mark is going to pass out...) In addition to switching the camera inputs,the TriCaster is a virtual "Swiss Army Knife"of video productions tools. It also has an audio mixer,graphics generator,special effects generator, social media publisher and new to this HD model, a virtual set generator. „.„.. 2 0 Olt arm t • . .. ° 1, , «< ° 'TM" o. Jolt , M 6 The Virtual Set Editor is an amazing feature that allows the producer to create sets using only a green screen. There are literally thousands of options to choose from. Jake Pace, Elk River's producer and Mark Davis,our commission producer have already used basic virtual sets in several productions. They would like to use them more but the old process is very tedious and time consuming. The new version is much easier to use and really looks professional. Broadcast channels such as ESPN and CNN use the same technology. Virtual sets can be made for shows such as the Mayor's Report, Public Safety videos for police and fire and any video where you want to show images from around your community. ,.�,.. e r' .� 4,0°7 Another valuable feature of the new TriCaster is that it will output both SD and HD signals at the same time. This will be helpful during our transition time as we can record HD copies of our programming while outputting SD for the cable system(until we get an HD channel)and also for streaming where you sometimes need an SD signal because of bandwidth limitations. The TriCaster will work with our Sony cameras and also our Leightronix equipment. It has custom VISCA PTZ software built in to control the robotic cameras that we have.Newtek is also developing an iPad app that will work with our Leightronix Ultra Nexus software. This will allow us to use an iPad to create some basic"presets"and provide remote control of the TriCaster and Nexus. As an example we will be able to setup basic camera switching and also start the Nexus recording. This could be valuable for meetings in the council chambers were you need a recording but can't have a cablecaster present such as a closed meeting. 7 I could go on for another 5 pages about all the new features in the HD Newtek Tri Caster. While the price seems high we bought our SD units for$1 5k almost 10 years ago, If you purchased individual equipment that does all the things that the TriCaster does the cost would be well over $50,000 for each city. There are currently two authorized TriCasters dealers in Minnesota.AVI Systems of Eden Prairie and AV Solutions of Minneapolis. AV Solutions is the only dealer that is also an authorized Newtek repair center. They are the company that I mentioned previously that has loaned us units for free. AV1 Systems does not offer this service. AV Solutions also has the cheaper price and includes a service warranty which is very important for a piece of equipment this complex. The TriCaster is also available from certain national warehouse vendors at the same price but does not include any service support. 1) AV Solutions quote for each city and the SWTV Production trailer: Elk River-Newtek TriCaster Model 460 with 460CS Control Surface- $19,995** Buffalo-Newtek TriCaster Model 460 with 40CS Control Surface-$16,990 Delano-Newtek TriCaster Model 460 with 40CS Control Surface- $1 6,990 Monticello -Newtek TriCaster Model 460 with 40CS Control Surface- $16,990 Trailer-Newtek TriCaster Model 860 with 860CS Control Surface- $29,995* *The difference between the trailer model and the city model is that the trailer unit has 8 camera inputs while the city version has 4 camera inputs. We use a lot more cameras for remote shoots then are used during council meetings etc. **The price difference for Elk River is based on an expanded control surface. All units come with AV Solutions Platinum support and same day replacement service. 2) AVI Systems of Eden Prairie quote for the TriCaster models are similar but warranty service is priced extra in a yearly service contract. They do not offer same day replacement service. Action Requested:I would request that you approve the purchase of the NewTek TriCaster workstations from AV Solutions of Minneapolis for the cities of Buffalo, Delano,Elk River,Monticello and the SWTV production trailer. 8 Other Equipment Upgrades The other major items in the HD upgrade path are monitors and the playback system. The wiring and distribution system that connects all these together is made up of many smaller components. If we approve the camera cards and Newtek TriCasters today we can start the upgrade work in each city. As I mentioned in my service report,we are starting to see problems related to age in many areas. By starting to change out equipment now we can use equipment we remove to backup the systems in other cities. Leightronix HD Ultra Nexus Playback System We currently use the Leightronix Ultra Nexus to playback programming on all our city channels. This device also encodes the recordings and sends them to our PEG Central Video on Demand sites as well. The HD version of these units will be ready to ship sometime in the 3rd quarter. I met with Leightronix at the NAB Conference and they offered to take our existing SD units in trade for a discount on new HD units. They are also going to give us beta testing support discounts and extra help. They have been very good with this in the past as well. There is no action required at this time. I will be bringing this item back to you at a future meeting when the HD beta units are ready to ship. HD Monitors and TV's I tested monitors from several manufacturers over the last couple of months. Many of the newest units will be released in June.This is also an item that I would request that you review at a future meeting when I can give you more accurate pricing. Upgrade Timeline If these items are approved today we can start the upgrade work this month. We need to implement the install so that it does not affect normal recording of meetings and playback. This timeline will allow us to maintain a functioning system in each city. It's also much easier to work on the production trailer in the warmer months. We will work around the summer production schedule and be ready for the fall election and sports season. I'd just like to say, I really like the new cameras. Having them relieves a lot of stress, the old camera's tape drives had started failing and had become unreliable. Not knowing if I had got the footage or if it was usable was becoming more of a problem. Also, Its wonderful having remote access to several the.Nexus', it saves a ton of time. I was able to upload the programs to Big Lake, Maple Lake , Delano and Watertown easily.Another plus, Delano had an issue with a monitor right before a meeting, and I was able to log in remotely and switch their nexus to Live for them and back when it was done. Delano Elementary School "Blue Ribbon School"Award I just finished this today, I spent the entire day at the school shooting interviews and"B-Roll"and ended up with about 2 hours of footage, with the help of the school we whittled it down to an 8 minute message. there was a lot of back and forth and a couple of late nights, but I think we were able to showcase the school. Because he is a really valuable volunteer I agreed, and went ahead and recorded the show. He is one of the auditorium techs at the school and was able to get me a feed from their microphones. Currently he is editing the program, with my help. Our plan is to present it to the City of Monticello to see if they want to run it on channel 12, and I see no problem running it on 19. Delano Park& Rec Commission Year End Review Still working with Devin at the City of Delano on this, the hard part is that we have very few images of the parks and a lot of time to fill. The current park conditions of 2 feet of snow and ice is not really the image of the parks we want to promote. Devin and I are going to shorten the video so we can get it completed City Works- Elections In the final editing of this. I'm working with Devin to complete this next week. We had our first parade and coronation of the season in Maple Lake and started gathering footage for the City Works Public Safety video. Went to several meetings and started some pre-production on several other projects. I now have access to all but three of the Nexus', Thank you Bill for setting this up. I uploaded the City Works Elections to everybody I have access to, and will deliver it and load it to everybody else. If you want the program to run on your channel let me know, So far Big Lake, Maple Lake, Monticello, Delano, and Watertown have indicated that they want it playing. Due to different releases of the Nexus access program, WinLGX, I am not putting the program in your regular schedule. I finished the Maple Lake Coronation I had some serious audio issues with this video, Unlike last year, they used the school's built in audio system, which normally would not be a problem, except the system's cabinet was locked and the custodial staff did not have a key. so all audio is from the mics on top the camera, you can hear what's going on, but that's about it. I talked to the coronation organizers and expressed a need to have access to that cabinet if they want a quality video. The Delano Sci Tech video was fun shoot. We started by interviewing 5 key people involved, got an hour plus of footage from that, and whittled it down to a 4 minute message full of jump cuts. Fortunately there was a sci tech showcase at the school which provided me with another hour of footage of business, students and schools showcasing themselves. http://delano-mn.pegcentral.com/player.php?video=bf760c4821 c0b321 f073f6c74d26cc39 We had a meeting in Buffalo on the City Works Budget video, Mert,Ann (from Buffalo)and Dan (New administrator from Rockford.) It was productive meeting, Devin from Delano will be helping with the writing of the script, I hope to start shooting early next month. I also had a brief mention in passing with the Big Lake Police Chief Joel Scharf on the script of the Public Safety video, we will be working on that in May as well Big Lake asked if it would be possible to video tape their year end reports to put on channel 12. This is my current project with a short deadline. There are a total of 6 videos ranging from 4 minutes to 15 minutes where each department head presents their year end report, Most department heads have provided me with pictures to help hide editing. One of our more loyal volunteers from Monticello was recruited by the school to help produce their Mock Car Crash. He asked if I could help him shoot the video for the arrest sequence that they will show after the crash, in the auditorium. We got a lot of good footage on 2 cameras, he is editing the video and I've been helping by giving advice, software shortcuts, and we provided the somber music. And the last interesting project was the Delano Expo. Every year the expo organizers ask to use our speakers to help them announce events and drawing winners, While I'm there I go ahead and interview the expo participants. After that,just for fun, I went down to the newly remodeled, and newly renamed, preforming arts center, to tape the schools performance of Zombie Prom, A fun little show, I taped it in high def to give me something to start exploring the recording and editing of high def.
