The preliminary plat for Elk River Crossing 3rd Addition included replatting Lots 3-5, Block 1, Elk River Crossing and Lot 2, Block 1, Elk River Crossing 2nd Addition from 4 lots into 7 lots. The final plat included replatting these 4 lots into 3 lots and Outlot A. This final plat is slightly different than the approved preliminary plat of Elk River Crossing 3rd Addition. The preliminary plat had Outlot A being subdivided into 3 lots, not 2. The proposed third lot was not possible because an existing drainage and utility easement could not be vacated which made the lot unbuildable. As with the previous lots platted along Zane Street, shared driveways will be required on these 2 lots. Recommendation Staff recommends that the City Council approve the final plat for Elk River Crossing 4th Addition with the following conditions: 1. As you are aware, this is the final plat in a series of plats that resized and increased the number of lots lying west of Zane Avenue in Elk River Crossing. Originally, the proposal for the Elk River Fourth Addition was three lots. It was determined that the third lot was unbuildable due to the large drainage and utility easements encompassing most of the third lot to cover the trunk sanitary sewer and watermain which lead from Trunk Highway 169 to Zane Avenue. This proposed final plat now has been reduced to two lots with the second lot having a large area of. drainage and utility easement covering these trunk utilities. We believe this final plat is approvable in this form. We should point out two items relevant to the development of these two lots. First, it has always been the City's attempt to minimize the driveway access points from these lots onto to Zane Avenue. Therefore, we will be looking for a minimum number of driveway access points with cross access between the lots. Second, sanitary sewer and water services were stubbed into the west side of Zane Avenue based on the original Elk River Crossing plat. There are now more lots than were originally platted on this side of the street. Therefore, there will have to be careful investigation of how to provide sanitary sewer and water services to all of the new lots. It may be necessary to extend services from one lot to another lot in a form that can be owned and maintained by the City to eliminate the need to open cut Zane Avenue for the purposes of extending additional services. These two items will .be investigated as developments are proposed for these two lots in Elk River Crossing Fourth Addition. If you have any questions regarding these issues, please call. The physical characteristics of the site, including , but not limited to, topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and density of development and uses contemplated. Do The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, erosion control and all other services, facilities and improvements otherwise required herein. The proposed subdivision will not cause substantial environmental damage. The proposed subdivision will not conflict with easements of record or with easements established by judgment of a court. The proposed subdivision will not have an undue or adverse impact on the reasonable development of neighboring land. Final plat approval is hereby granted for the Property, subject to the conditions set forth in attached Exhibit B. The officers of the City are hereby authorized, once the conditions set forth in Exhibit B are met and complied with, to sign the final plat for the Property and to issue a certified copy of this Resolution giving final approval of the plat. The owner of the Property is authorized to record the final plat as required by law and shall file proof of said recording with the City. No building permits will be issued for the Property until the final plat is recorded. This final plat approval shall expire one year from the date of this resolution if the final plat is not recorded within that time.
