I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:31 p.m. by Chair Anderson.
2. Consider 02/12/14 Agenda
IPMoved by Commissioner Nystrom and seconded by Commissioner Ahlness
to approve the February 12, 2014 agenda. Motion carried 7-0.
3. Consider Minutes
Moved by Commissioner Holmgren and seconded by Commissioner
Kallemeyn to approve the following January 8,2014 Parks and Recreation
Commission Minutes. Motion carried 7-0.
4. Recreation Coordinator, Tim Dalton Introduction
5. Open Forum
Students from the University of Minnesota,Jason Tschida,Alex Miller,Lydia
Larson, and Abdiwali Osman shared that as their senior class project they chose to
help in the Elk River skateboard community design a new skate park. They will
conduct research and return to the commission with a final design and cost.
6. Park/Program Highlight
Mr. Benoit presented a slideshow highlighting the work done by the parks
maintenance crew in support of Hockey Day Minnesota.

7.1 Major Park Use Request— Lions Park; Community Vacation Bible •
School
Mr. Benoit presented his staff report.
Kristi Gill, 14330 198th Ave. NW Elk River, shared that their goal for 2014 is the
make the event bigger and better.
Commissioner Anderson asked how many churches would be involved.
Ms. Gill stated six churches were involved to date.
Mayor Dietz asked how many attended the Vacation Bible School in 2013.
Ms. Gill shared that there were 300 children with about 180 volunteers.
Moved by Commissioner Niziolek and seconded by Commissioner Nystrom
to accept staff's recommendation to approve Lions Park Major Park Use from
July 13-17, 2014 for Community Vacation Bible School. Motion carried 7-0.
7.2 Major Park Use Request—Woodland Trails Park— 5K Race
Mr. Benoit presented his staff report. •
Susie, 14482 305`h Ave. Princeton, shared a slideshow presentation of the race held in
2013. Stating there were 122 racers and hope to attract more this year.
Commissioner Anderson asked how much money was raised in 2014.
Ms Susie shared that$4,250 had been raised for programs that address human
trafficking issues.
Moved by Commissioner Sagan and seconded by Commissioner Ahlness to
accept staff's recommendation to approve Woodland Trails Park Major Park
Use on September 28, 2014 for a 5K run/walk fundraising event. Motion
carried 7-0.
7.3 Ice Arena Commission Liaison
Mr. Hecker presented his staff report. Stating commission member Ryan Holmgren
expressed interest to continue to serve on the Ice Arena Commission and presented
staff's recommendation to support the appointment of Commissioner Ryan
Holmgren to the Ice Arena Commission.

Moved by Commissioner Niziolek and seconded by Commissioner Nystrom
III to accept staff recommendation to recommend to City Council to appoint
Commissioner Holmgren as Parks and Recreation Commission Liaison on
the Ice Arena Commission, conditional on his reappointment. Motion carried
7-0.
8. Parks and Recreation Director Report
Mr. Hecker presented his staff report and shared an end of the year review video
highlighting all divisions of the Parks and Recreation department.
9. Division Manager's Reports
Mr. Benoit presented his staff report.
10. Announcements—None
I I. Parks and Recreation Master Plan Update
Mr. Hecker presented shared an update on the progress of the Parks and Recreation
Master plan and that this will be added to the agenda throughout the process.
12. Adjournment
