Action Requested
Recommend,by motion,approval of the Conditional Use Permit (CUP) with the following conditions:
1. The Conditional Use Permit is not a building permit and the applicant must apply for and receive
approval of all required permits before construction may begin.
2. No more than two (2) clients/appointments shall occur at one time.
3. Only one (1) vehicle per client/appointment shall be allowed.
4. No trailers shall be allowed by clothing exchange clients.
5. All clothing exchange clients must park on the subject property driveway.
6. There shall be no outside storage of clothing exchange merchandise.
7. Clothing exchange merchandise shall not be visible from outside of the subject property
residence.
8. When the garage is utilized for clothing exchange merchandise, the garage door shall be closed at
all-times except for the loading or unloading of clothing exchange merchandise.
9. Signage shall be limited to six (6) square feet.
10. The applicant must apply for and receive approval of all required sign permits before signage may
be installed.
11. Hours of operation shall be limited to:
• Wednesday,Thursday,and Friday (11:00 a.m. - 4:30 p.m.)
• Saturday and Sunday (11:00 a.m. -5:00 p.m.)
Background/Discussion
The applicant is requesting a CUP to operate a retail business out of the residential home located at
11508 190th Lane. She operates a 501(c)3 non-profit organization named "The Clothing
Exchange/Molly's World Inc." (clothing exchange) The clothing exchange operation is to help people in
need so they do not have to choose between buying clothing or other essential items for themselves or
their families.
The clothing exchange allows people to bring their gently used clothing and baby needs to the clothing
exchange and trade for "new to them" items from the clothing exchange. It is an item for item trade with
no money changing hands.
Every 20-30 days, the applicant does a mass donation drop of items not utilized by families to one of five
other non-profit charities located in Elk River and other surrounding communities.

The operation is run out of the garage and basement of the home by appointment only. Appointments
are made at least a day ahead of time. Walk-ins are not allowed. Most appointments are scheduled
approximately one hour a part with some 1.5 hours a part. No more than two appointments will
occur at one time.
Clients drop off the clothing exchange merchandise in the garage and enter the house through the
garage door into the house,into the home office, and proceed to the basement. Once the client is
finished, they are brought back upstairs to have their items counted and bagged. From there, they are
helped out to their vehicles if needed.
Although the ordinance states that in all single-family residential zoning districts, a minimum 20-foot x
22-foot single garage shall be constructed,it does not specify what can or cannot be stored in it. The
subject property has the required accessory structure space.

Future
The applicant's goal is to move the operation out of the home and into a suitable commercial building
located in the Elk River community. She realizes as her operation and service to families continues to
grow,it will outgrow the home.

Request
My name is Julianne Will and my home address is 11508 190th Lane NW,Elk River, MN. I am
requesting approval of a Conditional Use Permit for a Conditional Home Occupation use per
Section 30-801(d) of the City code.
Background
I have founded and operate a 501(c)3 non-profit organization named "The Clothing Exchange/
Molly's World Inc.". The point of our operation is to help people in need by not having to
choose between buying clothing for themselves and their families, or buying other essential
items needed in life. I currently operate out of the basement of my home, located at 11508 190th
Ln.NW, Elk River, MN.
The Clothing Exchange allows people to bring their gently used clothing and baby needs to my
"shop"and trade their items for "new to them" items from my"shop". It is an item for item
trade with no money changing hands.
The items not utilized by families of my service are donated to one of 5 other non-profit charities
located in Elk River and other surrounding communities. Every 20-30 days,we do a mass
donation drop. We collect all of the individual charity items we have collected and deliver them
to downtown Minneapolis and the surrounding areas we collect from, including Elk River.
Operations
In order for people to come to the "shop",they must set an appointment a day ahead of time. I do
not allow "walk ins". Each appointment is scheduled approx. 1 hour a part. Some appointments
are scheduled 1.5 hours a part, with no more than 2 appointments occurring at one time.

In an effort to minimize traffic activity in front of my house and surrounding neighbors, clients
are directed to park in my driveway with no more than one car per appointment. See the site plan
attached.
Clients are instructed to arrive by turn right onto Evans Ave. from 190th Ln. and make a left on
190 1/2th Ln up to my location. When the client arrives,they are instructed to park in the
driveway,with my personal vehicles being parked in the street to the right of my home.
Clients leave their packages in my garage and come in through the garage door into the house.
They enter into my home office and proceed to the "shop" in the basement. Once they are
finished, they are brought back upstairs to have their items counted and bagged. From there,they
are helped out to their vehicles if needed.
Again in an effort to minimize traffic activity, clients are instructed to leave the neighborhood by
reversing the same route used to arrive.
My hours of operation are:
Monday and Tuesday: closed.
Wednesday—Friday: 11:00 am- 4:30 pm
Every other Saturday: 11:00 am—5:00 pm
Every other Sunday: 12:00 pm—4:00 pm.
Future
My ultimate goal is to move operations out of my home location and into a suitable commercial
building located in the Elk River community.As my operation and service to families continues
to grow, I recognize that it will outgrow my home.
