Adopt,by resolution, acceptance of the bid,in the amount of$194,195.07, and authorizing execution of
the contract for the 2014 Seal Coat Improvement project to Pearson Brothers Inc.
Background/Discussion
As authorized at the May 5, 2014, meeting, staff advertised the 2014 Seal Coat Improvements project.
Construction bids were received on Wednesday,May 28, 2014. The four bids received are summarized
below:
Pearson Bros.,Inc. $194,925.07
Caldwell Asphalt Co. Inc. $199,229.32
Allied Blacktop Company $212,659.95
ASTECH Corp. $269,492.04
Staff recommends awarding the project to Pearson Brothers Inc. who was the lowest responsible bidder
Financial Impact
The budget for 2014 preventative maintenance is $379,650. Deducting the $194,925.07 for the seal
coating contract and $39,948 in purchased rock from the budget leaves a balance of$144,776.93. This
amount will be reprioritized into additional spot milling and patching throughout the system.

Resolution 14-
A Resolution of the City of Elk River Accepting Bid and Authorizing
Execution of Contract in the Matter of the 2014 Seal Coating Improvement
Project
WHEREAS, pursuant to a City Council motion passed at the May 5, 2014, meeting,
competitive bids were solicited and received on May 28, 2014, for the 2014 Seal Coating
Improvement; and
WHEREAS, the City Council has considered the amount of the bids and the responsibility
of the bidders and determined that Pearson Brothers Inc. is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows:
1. The Mayor and City Clerk are authorized and directed to execute, on behalf of the
City, such contract with Pearson Brothers Inc., as is approved by the City Attorney,for the
completion of the 2014 Seal Coating Improvement according to the approved plans and
specifications.
2. The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract specified above.
