1. Open a public hearing to take comments on the city storm water program.
2. No other action is required.
Background/Discussion
The City of Elk River is regulated by the Minnesota Pollution Control Agency with a National Pollutant
Discharge Elimination System (NPDES) General Storm Water Permit for storm water discharge.
The 2003 permit was reissued earlier this year and builds on requirements of the old permit. It includes
prescribed goals in the following categories: Public Education and Outreach; Public
Participation/Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff
Control;and Pollution Prevention and Good Housekeeping.
The city is required to hold a public hearing to receive feedback on the storm water program.
The following program goals were met by the city in 2013:
• Distributed storm water information via newsletter, cable access, and city website.
• Public Storm Water Pollution Prevention Plan meeting.
• Updated the city's storm water infrastructure map and modified it into an online, GIS-driven
database.
• Delivered 35-50 verbal warnings to seven active construction sites.
• Reviewed five projects to ensure long-term operation and maintenance of permanent Best
Management Practices.
• Completed the Surface Water Management Plan.
In 2014, staff will develop and implement new permit requirements as directed by the Surface Water
Management Plan and continue to partner with the Sherburne County Soil&Water Conservation
District.
