Subject: Agenda items supplemental information
The following is a short summary of the agenda items for the June 18 meeting. More
detailed information will be provided verbally.
5.1 The Visionary Subcommittee has met three times in the last month to finalize their
recommendation for the 2024 Energy City Action Plan. The Action Plan has been updated
with quantitative tasks and time-lined goals.The Visionary Subcommittee will present the
newest version and ask the Commission for input.
5.2 The City of Elk River and therefore Energy City have participated in GreenStep Cities
since 2010. GreenStep Cities is a MPCA "voluntary challenge, assistance, and recognition
program to help cities achieve their sustainability and quality-of-life goals". GreenStep Cities
recommends joining the"Regional Indicators Initiative" in order to measure annual
performance in areas of Energy,Water,Travel, and Waste.The program is looking to
expand and would welcome the City of Elk River/ Energy City's participation. Energy City
would then be able to make recommendation on future project based on the data. The cost
for a city to start and get caught up with the data collection would be$3000, for which we
are currently looking for financial resources. Please see the RII_Get Involved document
attached for more information.
Additionally, there is current funding available to provide matching scholarships for the
Initiative. Elk River meets the requirements and could be awarded$1000-$2000,matching
$1000 from the Energy City Fund.Applications are due by July 3,2014. Please see the
attached email"Funding Opportunity for City Sustainability Data"
5.3 The Clean Energy Resource Teams (CERTs)with the MN Department of Commerce
has a "Guaranteed Energy Savings Program" to "promote awareness and implementation of
energy efficient and renewable energy measures in public facilities." Please see the attached

the attached"GESP factsheet," "GESP Process," and"GESP Funnel" for more
information.
5.4 The 2015 Budget has been submitted and is under review. The only change reflects the
true costs of conferences to be attended, additional funding to provide Energy City Tours,
and additional funding to perform two annual community and/or business forums a year.
6.1 With the new commission members and Energy City's strong emphasis on educational
tours,it was suggested that the ECC have the opportunity to tour a number of EC
demonstration sites. Possible sites include:
• GRE's Resource Processing Plant
• GRE's Energy Recovery Station
• Environmental Learning Center/ Landfill gas-to-energy Plant
• Haubenschild Farm—Bio-digester
• LEED-certified buildings
• Wind Turbine
• Diesel Fuel Power Plant
• Etc.
7.1 The IT department has set up a new email address for Energy City use at
energvcity@clkrivermn.gov.)clkrivermn.gov. Kristin will manage the account but please request access if you
feel you would use it.
We have also set up the Dropbox account. You should have received an email with access
information. All ECC and subcommittee packets will be left in the dropbox. Feel free to add
whatever documents you choose.
Kristin has been working on updating the Energy City website and will share the finished
site when completed. Please share any ideas for the website with Kristin.
