Participate in the update of the City's Transportation Plan to ensure that the road corridor through Woodland Trails Park is removed. 2. Evaluate and refine the property acquisition list in order to preserve the City's fund balance and to leverage the greatest amount of outside funding for acquisition. 3. Develop an inventory of critical natural resources and identify those to be protected and those to be enhanced. 4. Develop long-term master plans and budgets for Orono Park/Athletic Complex, Woodland Trails Park, and Hillside City Park. 5. Re-evaluate the park development focus and project priority list. 6. Continue to develop the Park and Recreation Department and help City Recreation by better understanding programming areas such as the Ice Arena and the Senior Center. 7. Develop a better understanding regarding the issues surrounding the development of a community center. • 8. Continue to explore alternative forms of recreation such as dog parks, BMX, disc golf, etc. • S:\PARK&REC\2002Goa Is.doc • 2002 Park and Recreation Commission Tasks 1. Strengthen relationships with volunteers and community groups. 2. Schedule joint meetings and/or presentations with Sherburne County Park Board, Anoka County Park staff, and Wright County Park staff. 3. Utilize the Master Park Plan as a living, dynamic document. 4. Update park service areas within the Urban Service District. 5. Establish non-resident use fees(park permits)for Hillside City and Woodland Trails Parks. 6. Complete the installation of park boundary and identification signs in all parks. 7. Resolve the snowmobile issue permanently. 8. Work toward the establishment of either an indoor or an outdoor pool. • • S:\PARK&REC\2002Tasks.doc • City of Elk River Park and Recreation Commission Mission Statement To be advocates for the people of Elk River in the stewardship of the city owned parks and trails and to advise the Elk River City Council concerning the acquisition, management, and development of the city parks, trails, and recreational facilities. Rules and Procedures 1. Conduct regular monthly meetings during which local citizens can voice park,trail and/or recreation concerns to the Park and Recreation Commission. 2. Attend monthly Planning Commission and City Council meetings,to support the Park and Recreation Commission's recommendations on park, trail and/or recreation issues, as needed. The recording secretary will assign each of the commissioners to attend these meetings on a rotating schedule. Attendance at upcoming Planning Commission and City Council meetings will be considered as an agenda item at monthly Park and Recreation Commission meetings. • a. Commissioners unable to attend a scheduled meeting are required to find an alternate to attend in their place. b. Commissioners who disagree with the Commission's action and may be unable to objectively represent the Commission at a scheduled meeting are required to find an alternate to attend the scheduled meeting to represent the Commission's interest. 3. Conduct special meetings as projects arise throughout the year. 4. Distribute new member packets to new Park and Recreation Commission members. Packets include the following: • Park and Recreation Commissioners'names, phone numbers and addresses. • Planning Commissioners names, phone numbers and addresses. • City Council members'names,phone numbers,addresses,ward,ward location, goals for city's parks, trails and recreational facilities. 5.
