Analysis
The subject property is located east of County Road 1, south of Nordic Woods, and west of
Meadowvale School,lying north of the 193rd Avenue alignment. The property is 28.47 acres and 50
single family homes are proposed. The plat will utilize the existing 194th Avenue entrance.
At the March 13th Park and Recreation Commission meeting,the Commission indicated that cash
dedication would be preferable. However,in reviewing the Master Park Plan it should be noted that
this property is within Service Area 9,which indicates that additional parkland is necessary in this
area, as the Meadowvale School facilities would not be adequate. As the Commission is aware,
additional properties may be subdivided in the near future and additional parkland could be
considered as part of that subdivision(Ron Bastyr proposal). The maximum dedication of land from
this subdivision would be 2.8 acres. The total cash dedication for 50 lots would be$77,000 at the
current rate.
Additional improvements to the plat should be evaluated: 1) creating an outlot over the 70 foot
drainage and utility easement which could provide access to Meadowvale School for construction of
a trail(please see notated area on attached preliminary plat),and 2)construction of a sidewalk on
either the north or the south sides of 194th Avenue which will provide pedestrian access to the trail
on County Road 1.
Recommendation
• Staff requests that the Commission determine if land or cash dedication is preferable for this plat
with the understanding that Park Service Area 9 desires additional parkland.

PARK SERVICE AREA NUMBER 9
DESCRIPTION
PSA Number 9 is currently undeveloped. However, a large residential subdivision is
planned on the north side of this park service area in the near future. PSA Number 9 is
bordered by the Elk River Country Club on the north, County Road 1 on the west and
south, and Proctor Avenue on the east.
EXISTING PARK AND RECREATION LAND:
Map Key 18 - Railroad Trail - The city's railroad trail runs through the center of this park
service area.
Map Key F - Meadowvale School - Developed with playfields and playground
equipment.
SERVICE SUMMARY.
The neighborhood park needs of PSA Number 9 are currently met by facilities at
Meadowvale School. As this park service area further develops however, additional
neighborhood park needs will have to be met by the dedication of a future neighborhood
park.
PARK SERVICE AREA NUMBER 10
DESCRIPTION:
PSA Number 10 is mostly devoted to industrial uses with very limited residential
development. PSA Number 10 is bordered by County Road 1 on the north and the
Burlington Northern Railroad tracks on the south.
EXISTING PARK AND RECREATION LAND:
Map Key 14 - Oak Knoll Athletic Complex - developed athletic complex with flat
playfields and parking.
SERVICE SUMMARY:
With limited residential potential in this park service area and Oak Knoll Athletic
Complex being situated within it, no further neighborhood parks are planned.
