Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherso Director of Planning DATE: April 10, 2002 SUBJECT: Review Fresno Playground Options Attachments • Location Map • Playground Design Option A • • Playground Design Option B • Playground Design Option C • September 27, 2001 Cost Estimates - Options A & B • April 4, 2002 Cost Estimates - Options C & B Analysis In October 2001,the Commission reviewed playground designs for Fresno Park. These were developed as a result of neighborhood requests for additional park amenities other than the full-court basketball court. As part of the 2002 Capital Improvements Budget,the City Council approved an expenditure of$25,000 for playground equipment and other improvements to Fresno Park. The subcommittee assigned to review the budget items and their timing suggests that an alternative plan be considered that would lessen the duplication of equipment in parks that are in close proximity to each other and reduce the overall expenditure for equipment at Fresno Park. Review of Options Option A Option A included a set of swings,a preschool structure(for kids under 5 years old), a play booster structure(for kids 5- 12),and spring riders. This option proposed to include all the equipment within a rectangular-shaped play area with radius corners. The estimate for this option totaled $20,935 on September 27th. Fresno Playground Options April 10,2002 Page 2 410 Option B Option B, also reviewed in October, proposed a set of swings, a play booster structure and super scoops, also in a semi-rectangular area. However, the super scoops would be set in their own sand play box area. The total cost on September 27th for this option was $22,477. The April 4th estimate for Option B reduced the cost to $22,465. Option C Option C has been scaled back to include a set of swings,two super scoops,and two spring riders as well as a preschool structure. The total cost for this equipment would be$9,319. This park would then be geared to younger children under the age of five, with the understanding that older children would utilize the playground structures located at Mississippi Oaks, Country Crossing, and Orono Parks. Acknowledging that,in order to access either of these facilities,they would have to cross Mississippi Road,Joplin Street, or Orono Parkway. Recommendation Staff requests that the Commission provide direction to staff regarding which playground option to implement. The neighborhood's preference was for Option B. The neighborhood has not been informed of Option C.
