Request
The Park and Recreation Commission is asked to consider park dedication for the
• preliminary plat of Twin Lakes Crossing.

South of County Road 13 at the Tyler Street intersection
Analysis
The subject property is currently a farmstead with an existing single family home and
assorted agricultural buildings. The property totals 109.49 acres; of that, 37.30 acres are
considered to be wetland.
The proposed subdivision is comprised of 286 lots;both single family and townhome lots.
The applicant is proposing Outlot A,4.46 acres located in the southeast east corner of the
site adjacent to the City's Outlot K,Trott Brook Farms for park purposes. Commissioners
Anderson, Nystrom and Kuester will have walked the site and will be able to provide an
opinion as to the quality of Outlot A. It does appear,however,to be high land connecting
to high land in Outlot K.

iIf the Commission accepts Outlot A for park purposes, staff would recommend the
remainder be taken in cash. The outlot is 4.46 acres in area; approximately 41% of the
amount allowed to be accepted by statute. Staff would then recommend that the cash
dedication equal 59%of the cash allowed(total cash dedication equals$440,440;59%equals
$259,859.60.)
Recommendation
If the Commission finds that Outlot A is acceptable,staff recommends that the Commission
recommend a split land and cash dedication for Twin Lakes Crossing.
