NOW, THEREFORE, BE IT RESOLVED by the City Council (the "Council") of the City of

Section 1. Findings.
1.01. The Council hereby finds that there exists a need in the City to provide financial assistance for
the rehabilitation of residential properties in the Project Area (as defined in the Redevelopment
Plan); that the Program will provide for the rehabilitation of owner-occupied housing property
located in the Project Area; and that the activities to undertake the Program, all in accordance with
the Procedures and the Redevelopment Plan, constitute a "redevelopment project" pursuant to

for redevelopment without the financial aid to be sought under the Redevelopment Plan; (b) the
Redevelopment Plan will afford maximum opportunity, consistent with the needs of the City as a
whole, for the development of the Project Area by private enterprise; and (c) that the
Redevelopment Plan conforms to the general plan for the development of the City as a whole.
1.03. The Council further finds, declares and determines it made the above findings stated in this
Section based on the supporting facts described in the Redevelopment Plan, which is incorporated
herein in its entirety.
Section 2. Plan Adopted:_Further Proceedings.

authority under the provisions of the HRA Act.

HRA Act.
2.03. City staff and consultants are authorized to take all actions necessary to implement the
Program and the Redevelopment Plan in cooperation with the HRA and in accordance with the
