Standards
Purpose: The purpose of this policy is to establish guidelines, standards, and procedures for the
installation and care of donated park elements whether cash or physical property donation.
This relates to,but not limited to:
• Park benches
• Trees
• Bicycle racks
• Monuments/Plaques
• Picnic tables
• Drinking fountains
• Interpretive Signage
• Flags
Flowers (annuals or perennials), shrubs, and bushes shall not be considered approved elements.
Acquisition or purchase: The city and the community have an interest in ensuring that donated
park elements are high quality as related to style, appearance, durability,and ease of
maintenance. City staff will approve all donated park elements and will oversee the installation
of those elements.
Cost The donor shall cover the full cost for the purchase,installation, and maintenance during
the expected life cycle of donated park elements. A fee schedule will be used in which the city
will outline the donor costs for donations,installations,and maintenance.
Ownership: Donated park elements and/or their associated donation acknowledgement become
city property.
Installation: The city will be the responsible party to install or oversee the installation of all
donated elements.
Maintenance: The city will maintain the allowed donation(s) only for the expected life cycle of
the donation(s). Volunteers may maintain donations but need to be approved through the city
volunteer program.
Replacement The city will not be responsible for replacing donated elements,including plaques
and trees, due to damages or loss of elements at the end of their life span,as per the donation
agreement. Within the life cycle period, the city is NOT obligated to replace the gift or park
element if it is stolen,vandalized or destroyed.
Decorations. Donated element(s) may not be decorated with portraits, ornaments, flags,
figurines, or other decorations.
Criteria for acceptance
Park Plan: Donation of accepted park element(s) must follow the approved park plan. If a
plan does not exist, the donor must propose the placement of the element(s) under these
conditions:
1. Meets a true need of the facility,
2. Does not interfere with the intended current or future use of the park facility,and
3. Does not require the relocation of other equipment or infrastructure to accommodate
the donation.
Hardscape Donations
Installation: The installation of hardscape items such as,but not limited to,benches, signs,
plaques,and monuments may occur any time,weather permitting.
Landscaping Donations
Tree Selection: A request for certain tree species may be made by the donor from an approved
list of trees provided;however, staff will have the final approval. The size will be based on the
city ordinance landscaping section and only trees native to Minnesota will be planted.
Installation: The planting of trees will take place between September and October.
Tree Care: Parks personnel will care for the tree.
Flowers: If bulbs or flowers are planted with a tree, they need to be planted in the mulch at the
base of the tree. All bulbs and flowers must be approved before planting. If a particular
flower variety and color is being planted in that park, all other flowers will need to match. The
planting,water, and care of the bulbs and flowers will be the sole responsibility of the
person(s) planting the flowers.
Memorial Plaques
Material: Memorial plaques shall be constructed of bronze. (verify what one material we wane)
Content To prevent obscene or potentially offensive text from being displayed on city property,
the city must approve all text for donation acknowledgements/memorial plaques.
Side: The size of the memorial plaques shall be approved by city staff.
Tax Deduction
Donations to the city are typically tax deductible. Please consult with your tax advisor.
Donation Acceptance
All donations must be accepted and approved by City Council as per State Statute
