I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Chair Tom Sagstetter at 8:32 a.m.
2. Pledge of Allegiance
Chair Sagstetter led the Pledge of Allegiance.
3. Consider Agenda
Moved by Commissioner Matt Westgaard and seconded by Commissioner
Sayler to approve the April 16, 2014 Energy City Commission agenda.
4. Consider March 19, 2014 Minutes
Commissioner Steinbeck noted a spelling error under"8.Announcements"
Moved by Commissioner Matt Westgaard and seconded by Commissioner
Bruce Sayler to approve the March 19, 2014 Energy City Commission minutes.
5.1 Presentation — Greg Padden — Net Metering, Distributed Generation
Greg Padden from Great River Energy provided a 30 minute presentation on
Distributed Generation, Net Metering and Decoupling. The presentation was
followed by 15 minutes for questions. The presentation was filmed by ERtV
Channel 12.
5.2 Presentation — Rudy Thibodeau Energy Efficient Lighting
Rudy Thibodeau from Majestic Custom Electric, Inc. gave a short presentation to
"Encourage the Promotion of Environmentally Friendly and Energy Efficient
Lighting"in which he commented on the energy and cost savings of LED (light
emitting diodes) lighting.
Rudy recommended the Commission set a goal for the City of Elk River to "remove
10,000,000 pounds of CO2 through the use of energy efficient lighting in the next 10
months" by providing incentives for LED lighting and community education.
Rudy also requested to set up a lighting fair and demonstration in the future.
5.3 Subcommittee Description and Meeting Times
The Commission reviewed each subcommittee's purpose and meeting times set in
2012.
Commissioner Westgaard suggested the use of Dropbox for subcommittee use.
Commissioners Westgaard and Tanaka suggested moving subcommittee meeting
times to either directly before or directly after the current Energy City Commission
Meeting time, to reduce the amount of time away from work commissioners must
devote.
Commissioner Hagen commented that the purpose outlined for the Demonstration
Criteria Subcommittee was different from their original discussion in that the
subcommittee should document sites and evaluate each of their efficiencies and was
not set out to specifically find new demonstration sites.
Each subcommittee will review their purposes and report back at the May 21,2014
Energy City Commission meeting.
Staff Mroz will work on a new schedule for the subcommittees to meet.
6. Announcements
Chair Sagstetter announced that the Honorary Energy City High Five Award was
presented to Rebecca Haug at a lunch on April 14,2014. Thank you to the Energy
City Commissioners who were able to attend.

Revised descriptions for Subcommittees and their new meeting times.
8. Adjournment
