This has taken longer than anticipated due to work load and scheduling. Management has identified a number of updates to propose. Also,there have been a few changes in labor laws that need to be updated. • In addition to the Employee Handbook, staff has been working on developing a Governance Handbook that will include: governance principles, descriptions and roles of the Commission and individual Commissioner positions, and descriptions and roles of the current Committees. Potentially as soon as August,this manual will be presented to the Commission for input and direction. The intent for this handbook would be to include this with a Governance Manual which would also include information such as: By-Laws, Statutes and Ordinances regarding the authorities of the Utilities and Commission, an overview of the history of ERMU, an organizational chart for ERMU, Conflicts of Interest Policy, Data Practices information, Open Meeting law information, and an overview of the fiduciary responsibilities of the Commissioners. • In June I participated in the RFP review and selection process for the City's Mining Area Study with City staff. The Council has now awarded the project and I will be participating in a kick off meeting with the City later this month. • Minnesota Municipal Utilities Association(MMUA) will hold their next board meeting in conjunction with their Annual Summer Conference. The conference will be August 18-20 in Alexandria, MN. The conference brochure is attached. • The Minnesota Municipal Power Agency(MMPA)Annual Meeting and Dinner will be held in North St. Paul this year on Tuesday, July 22. The next MMPA board meeting will be held in prior to the annual meeting. • I have been working with City staff to help Sherburne County apply for MN Shovel Ready Certification. • Utilities, City, and Sherburne County staff met to review comments from the DNR on the Elk River Dam Emergency Action Plan that was approved by the Commission and Council last month. The DNR comments will result in an EAP revision. This will be brought back to the Commission at a future meeting. • I have begun the process for manager annual reviews. Because of the heavy workload, we will work to coordinate the review times as needed for each of the managers. • Before wrap-up and final inspection of the most recent Sprint antenna upgrade to three of ERMU's water tower has been completed, Sprint has contacted me to discuss their next round of upgrades. These new upgrades may require lease agreement revisions or addendums because of the increased number of attachments. It would appear that this will be an ongoing process with continual upgrade projects. The result for ERMU may be additional compensation for attachments but also additional administration, plan review, inspection, and legal labor. On a similar note, Verizon has been working with staff and our engineering consultant on their installations to our Gary Street and Johnson Street water towers. • Along with City staff, I will be participating in a City Council Candidates and Staff Info Meeting. This is an opportunity to meet the candidates and provide an overview the Utilities and what role we play in city government. I really appreciate the Cal Portner, the City Administrator, includes ERMU in the meeting. This is a great opportunity to showcase our relationship with the City and our value to the community. • American Public Power Association(APPA)recently released a new video, Meet the APPA Government Relations Team. The video highlight APPA's work to represent public power interests on behalf their member municipal utilities. Some of this video was recorded during their Legislative Rally in Washington D.C. earlier this year. John Dietz, Daryl Thompson, and I attended this APPA event. All three made the video. The fee for June should be $5,820.75. An update on the software conversion: • NISC was here for administrative training on the accounting piece of the software July 7th through the 10th • We had our kick-off phone call for the Customer Care and Billing conversion (going live in February of 2015.)We will have an on-site visit from this team for the analysis work August 6th through the 8th • I have received acknowledgement of our notice to our current credit card provider for the termination of our association with them, effective April 26th 2016. I still need to discuss the possibility of ending our association sooner, as this will be later than our February 2015 implementation date. To update on the PCAs, we have received high PCAs every month through May in 2014. The June bill is an additional $22,662 for an accumulated total of$802,307. We charged 6 mils in May collecting$130,131, and 6 mils in June collecting$131,188. This leaves us the uncollected balance at$540,988. We should find out in the next week what the July PCA is expected to be for determining how much of a PCA to bill our customers in July. If we receive no other PCAs, we only have 2 mils to collect to bring us to the $500,000 we established as the amount we were willing to absorb. We will continue to monitor this and provide the updated balances. It will be feeder 74. With the installation we'll be looping some underground and removing some overhead taps on the north side of County Rd 1 by Meadowvale School. • Started working on changing out some of the rusty junction boxes. • Started working on changing out fuse pads. This has been an ongoing project that had to be done due to our high fault current. • Installed a transformer for the Oak Knoll ball field lights. • Installed new primary to Handke School due to the fact that when they removed the asphalt in parking lot,they found that the wire was not buried at the correct depth. • On June 8th a car hit a pole in Otsego. We got the power back on to as many people as possible, and then proceeded to get the pole changed out. We should be able to collect our material and labor costs as we've submitted them to the driver's insurance company. • On June 14th we had lightning hit, and wreck, an overhead switch. When the lightning hit the switch, one of the feeder reclosers didn't work correctly which caused a longer outage because we had to put the load on another feeder. We put a used recloser in temporarily and ordered a new recloser. • On June 16th we had lightning hit a pole in Dayton. This caused problems with arrestors and jumpers. • We received our Hitachi Compact Excavator. The CMMPA board approved the Settlement Agreement at their April 9th Board Meeting. At this meeting they gave a PowerPoint presentation to further explain the financials and to also provide a forecast of the planned distribution of revenue to Brookings participants in 2014. The net revenue planned for distribution to ERMU for 2014 is $103,239. The annual net revenue forecasted for ERMU starting in 2015 is $66,115. CMMPA also noted that the agency and other participants(ERMU, Willmar, etc...) are still substantially underinvested in transmission to be"neutrally invested." "This would represent the point where our ownership in the transmission network approximates our usage of the transmission network"and would"also represent our tax exempt financing limit for transmission." If the opportunity arises to invest in an addition transmission project through CMMPA, ERMU should explore the option and consider participation. Steve Thompson, CEO of CMMPA, has offered to travel to any of the Brooking project participants to make a 15 minute highlights presentation of the state of this project and future opportunities. If the Commission is interested in having Steve give a presentation to ERMU,please let me know. • The Locating department had a total of 538 locate tickets in June; five of them being emergency tickets, 18 cancellations, six meets, 459 normal tickets, two boundary surveys, 47 updated tickets and one non-excavation ticket. 'POWERED D1 1 . 04 Page 1 of 2 NATURE Reliable Public Power Provider P O W E R E D To S V E 88 • In June, the Security Systems Department had a total of 95 phone contacts, seven systems quoted, 10 system sales made, 12 installs completed, 33 service calls and seven personal visits. • Electric Technicians continue with the meter reading, power bill, substation checks, hanging red-tags,meter read-outs and off-peak issues. They continue to change out the three phase meters to radio read meters and help with the monthly engine runs. They have been helping out with locating. • The power plant staff did the monthly engine run on June 17th. The engines ran good. Engine 4 needed a little work as it would not shut down automatically. Steve Ziemer was able to make this repair and it's now working properly. • Steve Ziemer has been very busy monitoring and adjusting the gates at the Orono Dam this spring and into summer. This is unusual for this time of year and can be attributed to the high volume of water. • Staff continues to collect data with the GPS for our ArcView maps as time permits. Last month Mike Thiry attended a two day training on the of the ArcPad Trimble handheld unit where he gained considerable knowledge on the operation and functions of this equipment. • We received a note of appreciation from the Chamber of Commerce thanking us for our generous support and sponsorship of their recent golf tournament. All samples met MDH standards. • Angela worked with the controls company to complete the SCADA upgrades to Well#7. The backwash system is now repaired and working like it should be working. The upgrades also included updating the controls at Well#9, which allows Well#8 to be controlled from Well#9. • We are continuing to sell rain barrels to customers who want to conserve water. 26 of the 40 rain barrels have been sold so far. • 154 fire hydrants have had maintenance performed on them so far this summer. A number of private hydrants are included in that number. I've attached a picture of what the private hydrants look like when the maintenance is completed. • We had some warranty work completed on the Gary Street Water Tower. Some of the roof was missed when the final coat was applied in 2011. I worked with Kelly Mulhern and Classic Coatings to get the work completed. The missing section constituted about 25%of the roof. • Pete has completed 350, of the over 800 curbstop ties, that are missing from our curbstop ties catalog. It's a daunting task and he's making great progress. • Mike and I climbed the Jackson Street water tower to paint over some graffiti on June 18th. We did file a police report. This involves coordinating with the street department and homeowners associations to get the asphalt and concrete redone after the valve box repair has been completed. • The issue with the County Fairgrounds and their shallow well has been dealt with. The Minnesota Department of Health told them that they had to pull out their new shallow well and have it grouted shut by a licensed well drilling company. If they wanted to have it put back in then they need to contract a licensed well drilling company to have it put in. • Well#5 has been reinstalled and started up. The new VFD and well motor are working perfectly. I have submitted a VFD rebate form to Tom Sagstetter. Will be touring another MN facility on July 14th to explore possibilities for the upgraded Elk River facility. • Provided an Energy City tour to a home school group from Minneapolis. There were approximately 15 participants who enjoyed the tour very much and provided some great feedback for future tours. • Met with Elk River Rotary for an early breakfast to talk about energy. The focus of the discussion was on renewable energy, wholesale energy pricing and markets. There was also discussion on how energy efficiency impacts businesses bottom line. • Attended the Elk River Rotary weekly lunch meeting and provided a high level overview of what Energy City is, and all it has to offer to the local community and regionally. There were many questions and the interest was high. People were very excited to hear about all the different tour options that are available and how they can save money in their homes and businesses. ERMU has been asked to come back July 31St to complete the overview. • Commercial rebate activity is very active. Many businesses are changing from the T-12 and T-8 flourescent lights to LEDs. Exterior lights are very popular as of late. • There have been numerous calls from customers about the PCA that appeared on the billing statements mailed in June. These customers are also concerned about what rates and PCAs will be in 2015 as they are putting together budgets. • Working with Wright Hennepin on a service territory resolution for Mississippi Cove and Wild Flower Meadows. The territory proposal has been sent to Wright Hennepin for their review. The proposal consists of swapping 7 residential lots (2 lots have homes currently) for bare ground that is platted for multi-family townhomes (12-14 units). • Worked with the Elk River Economic Development staff at two events. The instructor was very knowledgeable and trained in PCB Regulations and spill cleanup policies. He talked about what we need to do to lessen fines if we are ever inspected by Mn. EPA, how our disposal program and storage facility needs to be run and what we need to do to keep appropriate records. Among his handouts were copies the 40 CFR Part 761 regulations and he walked us through all that pertained to us as a Utility. His handouts and course materials were wonderful and he presented in a very easy to learn way. He gave us "take-home" examples of forms from his company that we can use to make our own without pressure to use his services after the seminar. I look forward to making changes to our PCB program at ERMU to further comply with these Regulations and make our storage area easier to use by our employees and get our required records in order.
