City of Elk River MEMORANDUM TO: Park and Recreatio Commission FROM: Michele McPherso , Director of Planning DATE: January 10, 2001 SUBJECT: Consider Park Dedication, Case No. P 01-02, Preliminary Plat of Ridges of Rice Lake Request The Commission is asked to recommend park dedication for the preliminary plat of Ridges of Rice Lake, Case No. P 01-02. Attachments • • Location Map • Preliminary Plat • Letter from Applicant Analysis At its December 13, 2000 meeting, the Commission considered the conceptual preliminary plat of Ridges of Rice Lake. The applicant has now submitted a formal preliminary plat application for Planning Commission and City Council approval. Since the last meeting, staff and the developer propose land dedication of 27 acres (10 percent land area) for consideration by the Commission (Outlot D on attached map). The City would enter into a life estate with Mr. Dick Thompson which would him to continue farming the area until his death (please see attached letter). In addition to land dedication, the developer is proposing to grant a public trail easement along the north side of 221st Avenue to allow construction of a public trail in the future. It should be noted that no area-wide parks have been identified on the Park Master Plan for this portion of the City. The area-wide park target area is located west of County Road No. 1. This area is however, located near the City railroad trail and could potentially be connected for pedestrian purposes to this trail. With the addition of 73 homes, recreational facilities will be needed in the area. The • 13065 Orono Parkway • P.O. There was interest for long-term parkland dedication of (27 acres 10%) on the SE 40 acre parcel. We have met with Mr. Richard Thompson regarding the use of the S E 40 acres of land. It has been the intent of Dynamics, and Mr. Thompson, to continue to farm the SE 40 acres. Both parties feel this is important to help maintain the look and feel of the area We would develop a Deed Restriction, Easement, or Life Estate,whatever is legally appropriate,that would allow such use to continue. A 27 acre outlot would be created and deeded as park to the city with the following terms: • After Mr. Thompson passes away, the 27-acre Outlot could be used for park purposes. • Park uses and landscaping will be planned and designed to minimize impacts to the plat and the rural character of the area.
