Attachments • Location Map • Preliminary Plat • Minutes of March 8, 2000 Park and Recreation Commission Meeting • Minutes of May 10, 2000 Park and Recreation Commission Meeting Analysis The preliminary plat of Twin Lakes Townhomes 2nd Addition is a continuation of Twin Lakes Townhomes. Final Plat of Twin Lakes Townhomes was approved in July 24, 2000 and platted 30 single family detached townhome units. The location of this project is east of Line Avenue at the 6th Street extension. Twin Lakes Townhomes 2nd Addition will plat 46 twin home units, each on their own lot. This is a townhome development and in earlier discussions, it was agreed to accept cash for park dedication purposes. In addition, there was a public trail corridor proposed for the gas main easement located in the east portion of the property. THE MOTION CARRIED 5-0. 7. Area Recreation Ucdate Michele Bergh provided written reports for February ■nd March 2000. Michele McPherson noted that the ice rink data,which the Co •mission requested, would be provided at the April meeting. 8. Park Development Progress Report Phil Hals reviewed information regarding the breakdown of hours spe•t on parks • and streets activities by his department, and also, a list of park projects, hich were recently completed. Mr. Hals noted that 48%of the cost of park improvements is surfacing and gradin• and 52%is materials (playground equipment). 9.B.1. Townhouse Development by Twin Lake Road Michele McPherson explained that Riverside Development is proposing to develop 22.36 acres of property located northwest of Twin Lake Road across from Industrial Hardfacing. The development will consist of single-family detached townhomes on the west side of the property and twinhome townhomes on the east side, for a total of 80 units. Due to the proximity of this development to existing and proposed park facilities, staff recommends that the Commission recommend park dedication in the form of cash ($1,400 per unit). Chair Huberty asked if there would be a trail connection from the 6th Street cul- de-sac to Twin Lakes Road. Ms. McPherson stated that the City will continue to maintain an easement in this location. Discussion followed regarding the possibility of a trail access on the gas line easement. The Commissioners also discussed the need to do their best to connect Tyler Street to Dodge Avenue. Staff recommends a cas •ark dedication be accepted. The Commission discussed whether or not the ••en space had any value to the city as park land. It was the consensus of the Co, missioners to attempt to obtain access rights to the 40-acre open space. Master Park Plan Review Steve Wensman reviewed existing features and proposed improvements or the following parks as listed in the staff report to the Commission,with priority r• 'ng as shown: a. Orono Park/Ballfield Complex, City Hall Park- Additional improvements • proposed included: Park&Recreation Commission Minutes March 8,2000 Page 4 -Paving a trail for ice rink access to the lake. • -Hard surfacing of the hockey rink for roller hockey. -Adding a pedestrian walkway on the south side of Highway 10 over Lake Orono, in order to create a walking loop around the lake. Construction of a large play structure at Orono Park was given a high priority (1 -3 years, maximum). b. Ridgewood East Park-A street light was proposed to allow evening basketball. -Expand basketball court-High priority. -Expand playground-Medium priority. c. Country Crossing Ill Park-Additional suggestions included: -Providing some separation of playground areas for toddlers and older children. -Small shelter over benches. d. Moldenhauer Park -Additional suggestion: Striping of basketball court. e. Mississippi Oaks 2nd Addition -Play structure- High Priority (within 3 years). • Michele McPherson noted that this improvement is slated for the 2001 budget. f. Power Line Corridor-Hillside 8th Addition The power line corridor adjacent to Hillside 8th will be added to the Master Park Plan update list. Review of the proposed plan amendments will be placed on the April Park and Recreation Commission agenda. 9.C.2. Devine Barn Michele McPherson noted that Jim Deschene contacted Swift Movers regarding moving the Devine barn onto his property. He estimated it would cost$5,000 to move the barn and $5,000 to construct a foundation. Mr. Deschene's intent is to save the barn and has indicated he would donate his plans to the City, if the City is interested. Ms. McPherson stated that moving the barn to Trott Brook Farms Park has been discussed. Commissioner Dana Anderson felt that the barn would make a nice entrance to Hillside City Park and expressed his support for moving it to Hillside. • Park&Recreation Commission Minutes May 10,2000 Page 3 • s. Also, he base work was completed for Jerry Palmer's flag pole memorial site •t Lions Park. • The irrigation h-•ds were installed at Kuss Field and will be hooked up soon. • The trails and bas= have been completed for the Woodland Trails picnic site and he expects the ' udent project to be completed in a week or so. The Commissioners and staff oiscussed an issue which has arisen regarding location of the trail head at Gr- -nhead Acres 2nd Addition. S Park&Recreation Commission Minutes May 10,2000 Page 4 9.C.1. Deer Tick Handout 111 The Commissioners discussed a handout regarding deer ticks. Commissioner Westrum noted that a very informative article was in the Wednesday, May 10th Minneapolis Star&Tribune newspaper. It was the consensus of the Commissioners to post the handout in the park and also, to place an article in the Star News regarding deer ticks. 9.C.2. Master Park Plan Map Changes The Park& Recreation Commissioners and staff reviewed the list of proposed changes to the Master Park Plan map, as detailed in the staff report by Steve Wensman dated May 10, 2000. The list was revised as follows: - Delete #23, regarding Charest river front property as a future park -Add #36-Identify future area-wide park/recreational area expansion north of Top of the World Park and east of the railroad grade trail. -Add #37-Identify Wapiti Park as possible future Community Park, and future trail from Wapiti Park, going east along Lake Orono undeveloped land. COMMISSIONER REITSMA MOVED TO APPROVE THE CHANGES TO THE MASTER PARK PLAN AS PRESENTED IN THE STAFF REPORT DATED MAY 10,2000, INCLUDING THE REVISIONS AGREED UPON BY THE COMMISSION. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 9.C.3. Discuss Regional Park Criteria (adiourn to Conference Room A) Michele McPherson began the discussion by stating that two possible locations have been identified for area-wide parks: 1) an area north of County Road 33 and west of the railroad grade, and 2) an area east of Highway 169 and north of County Road 33. Commissioner Reitsma raised questions regarding the definition of an area-wide park, how large an area-wide park should be, and how many acres total does the city anticipate will be needed when the city is fully developed. Factors which were discussed in determining the acreage for park need projections included: • how many acres of park land per 1,000 people is appropriate for this community; • how many residents will Elk River have when it is totally built out; • what is the likelihood of residential development in the gravel mining district when mining is completed; • the impact in population if a second sewer treatment facility were constructed; Using 43 acres of park land per 1,000 people would result in 559 acres for a population of 13,000. A population of 17,000 would mean 731 acres were needed. A figure of 50,000 was suggested for the City's total built-out population. It was felt the figure could be as high as 80,000 if a second sewer treatment plant were built (to serve future residential development in the gravel district).
