PRSR 02-14-2001 /( Item #9.B.1. it Y of Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson, Director of Planning DATE: February 14, 2001 SUBJECT: Lions Park Shelter Expansion Request The Commission is asked to consider and provide input to the proposed Lions Park shelter expansion. Attachments • • Location map • Site plan • Floor plan • Building elevations • Proposed Uses, Senior and Community Recreation Analysis Staff has been working with the Lions organization to develop an expansion to the existing enclosed park shelter located in the northwest corner of Lions Park. The purpose of this proposed addition is to: 1. Provide office space for the Lions Club 2. Provide meeting room space for the Lions Club and other community groups 3. Provide rental space for small weddings, parties, etc. 4. Provide future space for Community Recreation or a future City of Elk River Park Department Since the successful completion of the Boys and Girls Club, the Lions Club has been looking for another project that could serve the needs of the community, including providing gathering space needs for smaller events. The proposed addition measures 40 feet x 108 feet and will utilize a portion of the existing • kitchen facility for a limited catering kitchen. Box 490 • Elk River, MN 55330 • TDD & Phone (763) 441-7420 • Fax(763) 441-7425 Memo to Park&Recreation Commission February 14,2001 Page 2 addition will be restroom facilities, as well as storage space for tables, chairs, Community Recreation supplies, Lions Club items, etc. The Mayor and City Council briefly considered this proposal at their November 16, 2000 meeting. There was concern regarding conflict of this proposal with activities such as the Operation ER Community Center Group, YMCA discussions, etc. Staff is of the opinion that this proposal will complement and not conflict with activities that would occur within a community center or a YMCA facility. This facility has a number of aesthetic advantages which may make rental of the facility attractive for small weddings or meetings of other local organizations. The Commission is asked to provide any input as we continue the development of this proposal. Family special events. Indoor facility for Entertainment in the Park on inclement weather days. Intergenerational activities with the seniors. Youth Athletic Association meetings. Open gyms for preschool and early elementary ages. Indoor facility for park programs run in Lions Park. Cooperative programming with CE for various classes.
