SUBJECT: Snowmobile Information
At the January meeting, the Commission discussed at length a recommendation
to the City Council regarding the potential for banning studs on snowmobiles. I
have provided information from the Department of Natural Resources regarding
the metal traction device law (studs). Staff will provide a verbal update regarding
the ability of the City to pass a local ordinance banning studs within the
community.

Paved State Trail Information for Snowmobiles With Studded Tracks
I have studs on my snowmobile and still want to enjoy Minnesota's 18,000 miles of
snowmobile trails. How does the law affect me?
Snowmobiles equipped with studs are welcome in Minnesota. Minnesota-registered
snowmobiles need a$13 metal traction device permit. Studded tracks are not allowed on paved
public trails. The metal traction device permit is available by mail from the DNR License Bureau
and deputy registrars. A metal traction device permit is not required for snowmobiles registered
in other states.
A law restricting metal studs on paved trails was passed in response to concern about damage to
roads, bridge decks,paved trails and private driveways crossed by snowmobiles with studs.
Public paved trails account for less than two percent of Minnesota's extensive snowmobile trail
system. However, groomed, signed routes have been developed for snowmobiles with studs near
many paved trails.
Out-of-state snowmobiles:All snowmobiles not registered in Minnesota a$16 Minnesota State Trail Permit to use
state or grant-in-aid trails.Get this permit in person at Electronic License System agents,by mail from the DNR
• License Bureau(order form,or by phone at 1-800-285-2000. Snowmobiles with studs registered out-of-state will not
need a stud sticker.
How will the money raised by the permit sales be spent?
Proceeds from the permit sales will be used to repair paved trails damaged by snowmobiles with
studs,with the remainder going to the dedicated snowmobile account.
Do I have to buy a metal traction device permit if I don't ride on paved trails?
Yes, a permit is required during the snowmobile season of 2000-2001 for all Minnesota
registered snowmobiles with tracks equipped with studs, regardless of where in Minnesota the
machine is operated. (Including iced-over public waters.)
Are plastic studs O.K.?
Non-metal plastic or nylon studs are not restricted, and no metal traction device permit is needed.
What is the penalty for noncompliance?
Penalties for violation are no more than$50 for the first offense, $300 for the second offense,
and $600 for the third and subsequent offense.
Can I cut the studs off,without totally removing them from the track and still be in
compliance?
Yes, as long as they are shorter than the track.
Can I screw out the studs and put in plastic inserts to protect the threading?
• Yes.
How do I display the metal traction device permit?
• The permit must be placed on the forward half of the snowmobile and be clearly visible to law
enforcement authorities.
