PRSR 03-05-2001 l Item #9.A.2. •City of , Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson;Director of Planning DATE: March 14, 2001 SUBJECT: 2001 Crop Walk Representatives from the Crop Walk will be attendance at the March 14, 2001 Park and Recreation Commission meeting to discuss the 2001 Crop Walk. This event has been scheduled for April 29, 2001, from 1:00 p.m. — 3:30 p.m. As in years past, the organizers would like to use Woodland Trails Park for this event. Registration will begin at 1:00 p.m. with the walk beginning at 1:30 p.m. and the event being completed at approximately 3:30 p.m. The purpose of the Crop • Walk is to raise money and awareness for the Food Shelf. The group may display information regarding world hunger and at the end of the event, apples or other fresh fruit will be distributed to the participants. Starting in 1997 the Ski Club entered into a 5-year agreement with the City to purchase a new grooming snowmobile for $5,850. As a part of the agreement the City paid for the snowmobile and the Club is reimbursed $25/hr for each hour groomed as follows: Operating(gas and oil,etc.) $5/hr paid to the Club annually based on actual grooming hours Maintenance $2/hr paid to the Club annually based on actual grooming hours Equipment Rent $7/hr to pay back City$3,850($5,850-$2000for 96 season) Escrow Account $11/hr held by the City for future snowmobile replacement in 2002 A summary of actual grooming hours and reimbursement is as follows: Season Hours Rent(hrs x 7) Escrow(hrs x 11) 97-98 90 $630.00 $990.00 98-99 83.5 $584.50 $918.50 99-00 84.5 $591.50 $929.50 00-01 175(est.) $1225.00 $1925.00 TOTAL $3031.00 $4763.00 The Nordic Ski Club would like to purchase a new grooming snowmobile in 2001 instead of 2002 to make sure that we can continue to provide quality and timely ski trail grooming. It is our intent to keep the 98 snowmobile as a second groomer and as a back up. We have a good core of groomer's that often want to be grooming at the same time, especially right after a snow fall. The new snowmobile will be a 2002 Skidoo Scandic and will cost about $7000. Exact quotes are not available at this time because we are • • working with the Hennepin County Parks again to save about $1000 by purchasing along with their large order for snowmobiles. To help with this purchase the Elk River Nordic Ski Club is willing to pay off the remainder of the equipment rent portion of our previous agreement($819) and contribute an additional $2250 toward the purchase to offset the difference between the money currently in escrow($4763) and the purchase price of the new snowmobile. Our club has generated funds mostly by the donation of gas by the individuals doing the grooming and the 2001 Woodlands Loppet Ski Race. The Elk River Nordic Ski Club is seeking your endorsement of this purchase and a recommendation to forward that endorsement to the City Council for approval of the purchase from the Equipment Reserve Fund. It is our intent as a Club to continue to donate all of our grooming time as a show of support for park and recreation opportunities in our community. We also have a second request and that is for you to consider our request to increase the hourly reimbursement to $30 per hour. The reason for this request is that our actual fuel costs are close to $10/hr not the $5/hr as we are currently being paid. Thank you
