The Conditional Use Permit is not a building permit and the applicant must apply for and receive approval of required building and sign permits before construction may begin. 2. The building shall meet all building and fire codes. 3. The applicant must apply for and receive approval of all required sign permits before signage may be installed. 4. The facility shall not be licensed for more than 120 children. 5. If the facility is to be licensed for more than 120 children, an amendment to the CUP will be required. Background/Discussion Dawn of Discovery is a childcare center that will serve families with children from the ages of 6 weeks to 12 years of age. The applicant would like to utilize the space that was previously occupied by another daycare center. No structural alterations inside or out will be made to the facility. Conditional Use Permits run in perpetuity with a site, unless the permitted use ceases to operate on the site for at least six months. This is what has happened with this property. Hours of Operation Monday-Friday 6:00 a.m. - 6:30 p.m. Number of Employees The operation will have up to 20 employees including: management, teachers, assistant teachers, teacher aides, substitute teachers, and a cook. Number of Children The facility will be licensed for 116 children. Parking/Circulation There are two access points to the site off of Evans Street,which is a private drive. Parking for the proposed use,which is part of a multi-tenant facility which was established with the development of the property,is adequate. The site will see the heaviest traffic and parking needs early in the morning and late afternoon. P / NEREI IT NATURE Signage They are proposing two signs for the facility. At the time of installation,a sign permit will be required for each sign. Outside Uses A fenced in area outside will be utilized for the outside activities and a playground. Play equipment will be stored inside an existing shed in the fenced area. Comprehensive Plan The subject property has a Land Use designation of Highway Business. The Highway Business land use ranges from moderate to high intensity forms of commercial development in Elk River. Businesses in this category may be the largest both in terms of size and traffic generation while also providing services and convenience types of business. The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 1. Will not endanger, injure or detrimentally afct the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comiO rt, convenience or general welfare of the neighborhood or the city. 2. Will be consistent with the comprehensive plan. 3. Will not impede the normal and orderly development and improvement of surrounding vacant property. 4. Will be served adequately by and will not adversely afct essential public fthilities and services including streets,police and fire protection, drainage, refuse disposal, water and sewer systems,parks and schools;and will not, in particular, create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares. Will not involve uses, activities,processes, materials, equipment and conditions of operation that will be detrimental to ay persons or property because of excessive tragic, noise, smoke,fumes,glare, odors, dust or vibrations. 6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. 7. Will filly comply with all other requirements of this Code, including arty applicable requirements and standards for the issuance of a license or permit to establish and operate the proposed use in the city. If denial of such a permit should occur,it shall accompany recommendations or determinations by findings or a report stating how the proposed use does not comply with the standards set forth in Section 30-654. Al ' .... 1 , , Dawn of Discovery Conditional Use Permit Case No: CU 14- 16 Dawn of Discovery Project Narrative The narrative is your opportunity to describe,promote,and sell your proposal to the Planning Commission and/or City Council before the meeting(s).A typewritten narrative explaining your request in detail should include,but not limited to,all the following applicable information: o Detailed description/scope of project. Dawn of Discovery is a childcare center that will serve families with children from the ages of 6 weeks to 12 years. The curriculum will be educational based covering many different themes using a variety of teaching methods. There will be a licensed teacher leading each classroom paired with an assistant or aide depending on the class size. Child to teacher ratios will be followed at all times;Infants 4:1,Toddlers 7:1,Preschool 10:1,and School-Age 15:1. The School-Age classroom will be a before and after school program where the child's elementary school will provide bussing to and from Dawn of Discovery. In the summer there will be a full day program for school-age children. Jenna Swedberg will be the Director and Part Owner of the center. She has 6 years of experience and is a licensed teacher with a 4 year degree in Child and Family Studies from St. Cloud State University. • What is being proposed? We plan to take over the space that was previously a daycare center. No alterations will be made to the space or walls except to paint and refinish worn areas. o Hours of Operation: Monday-Friday 6:OOAM-6:30PM o Number of Employees Up to 20 employees including;management, teachers,assistant teachers,teacher aides, substitute teachers, and a cook. o Number of parking stalls,existing and additional The building is part of the Hillside Crossings strip mall and shares a parking lot with the mall. There are approximately 30 parking stalls in front of the childcare center. Parking will be full for a short time in the morning and afternoon for parent pick up and drop off each day. 10 parking stalls will be needed for employees for the majority of the business day. o Is there proposed screening of the site? There is an existing white fence surrounding the outside play area that is 76" tall. o Proposed building materials Not Applicable o Signage— (at time of installation, a separate permit is required for each sign) • How many? 2 signs. • Proposed sizes? On the front of the building the sign will be 24"x 12"x 4 '/z". On the monument the sign will be 8'x 4'. • Locations? One sign will be on the front of the building and the other is on a monument on the corner of Evans Street. • What type? We intend to replace the existing signs with new verbiage. o Is there outdoor storage? There is playground equipment in a small shed locate inside the white fence on the playground. !
