SUBJECT: Concept Review of Elk River Station for Park Dedication
Request
The Commission is asked to review the preliminary plat of Elk River Station,a 450 unit
transit-oriented mixed use development, for park dedication purposes.

Location
171' Avenue east of the railroad tracks, approximately 63 acres.
Analysis
The proposed Elk River Station is a mixed use planned unit development including
commercial (retail and office) uses, 4 apartment buildings totaling 228 units, and 204
townhome units. The townhomes will be comprised of row townhomes and back-to-back
townhomes.
This project is unique in that it is intended to be focused on the Northstar Corridor Depot
site located adjacent to the railroad. This proposal is termed a transit-oriented development,
as it is compact, has a number of sidewalks, and areas of open space. It should be noted,
• however, that many of the areas proposed to be open space are also being utilized for
detention and retention ponds.

• Staff is requesting that the Commission review this proposal at the concept level and provide
direction to both the developer and staff regarding park dedication. If the Commission
desires land,the maximum required dedication is 6.3 acres(10%). Cash would be calculated
on both the commercial rate based on acres($3,000 per acre),and the residential rate($1,470
per unit). It would be possible to have a combined dedication of both land and cash as was
done for Trott Brook Farms.
The Master Park Plan does not indicate a park in this area at this time. This is due to the
fact that the land is currently guided both light industrial and low density(2-1/2 acre lot)
residential. Obviously,with the addition of over 400 living units on the property,recreation
amenities are a necessity.
The developer will be in attendance at the Commission's meeting to discuss the proposal
and explore options for park dedication.
Recommendation
Please provide staff and the developer direction regarding the park dedication requirements
for Elk River Station.
