SUBJECT: Park Use Policy
Introduction
Included in the information memo this month is a letter to Tom Gilgenbach regarding the
Lions Run fundraiser for Leukemia. Mr.Gilgenbach did not reserve Woodland Trails Park
for this year's race. He did not feel that he was required to,as he was not"using"the park
in any manner other than to have runners pass through the park. As a result of our
• discussions with Mr. Gilgenbach, we have determined that there is a need to establish a
revised policy and procedure for use of park facilities and streets within the City of Elk
River.

Proposed Policy
Staff receives on an annual basis a number of requests for the use of city streets and park
facilities for a variety of community activities including fundraisers,walks,races,parades,etc.
Community Recreation staff is responsible for managing and obtaining reservations for
shelters and Woodland Trails Park. The Police Department has been responsible for
managing requests for use of the city streets and Police Reserves. Staff proposes that all of
these functions will be the responsibility of the Community Recreation staff but that
requests requiring special staffing services would be routed to the appropriate departments.
The Park and Recreation Commission would review the use of Woodland Trails and Lions
Parks, other than shelter reservations.
When the park shelter and Woodland Trails facility use fee was established,the deposits
were inadvertently removed from the fee schedule,with the exception of use of Woodland

• Trails Park. Staff is recommending that deposits be reestablished;in addition to the facility
use fee in order ensure return of keys for the Lions Park shelter and to insure that no
damage occurs to any of the city's shelters or park facilities.
Recommendation
Staff recommends that the Commission recommend the following to the City Council:
1. Community Recreation will receive and process park shelter and park facility use
applications from residents desiring to use shelters,Woodland Trails Park,or city
streets.
2. Re-establish the deposit requirements for use of city facilities such as shelters,parks
and streets. Staff recommends the same deposit scale as Woodland Trails Park.
