A portion of your race appears to once again be utilizing Woodland Trails Park. As you are aware, the City requires the Park and Recreation Commission to review all uses of Woodland Trails Park. In January 2001, the City • established a park reservation fee for Woodland Trails Park of$50. A deposit for use of the park,based on the number of participants in any particular event utilizing Woodland Trails Park was also established. The Commission is greatly disappointed that you did not approach the City for use of Woodland Trails Park. The park is a resource to residents and visitors, however, it is a resource that is fragile and requires the City's diligence in its protection in order for it to be a resource far into the future. It is our hope that in future years you will approach the Park and Recreation Commission prior to your annual event and that this year,you will abide by the City's fee schedule and deposit for the use of Woodland Trails Park. As we discussed last year,we do not want paint used on the trails and hope that you will use chalk to mark the race route through the park. Thank you for your cooperation in this matter. His property is south of Dick Gryz's and has access off of Monroe Street NW. • Mr. LeFavor has submitted the attached letter indicating an offer, and submitted an addendum outlining a proposed transaction. As the Commission is aware, we have identified this general area as a possible park acquisition site. My wife and I own seventy acres (PID#75-102-4200, 75-102-4401 & 75-102-4404) North of Elk River. We would like the Elk River City Council and the Park and Recreation Board to consider the property for the park site with the understanding that we may keep five to seven acres as a future home site/animal shelter-rescue facility. A facility that could easily be visited by park attendees during opening hours. • If we keep five to seven acres and build this type of facility we would like you to consider us for the maintenance of the property. This would include keeping the trails clear, mowing of grass, snowplowing of the parking lot and clearing of snow for cross country skiers, etc. I have talked to several landowners whose property was suggested for possible park sites. I feel they were way out of line on their asking price per acre. We would be willing to offer our property at fair market value per acre. We are asking for 35% down and would consider structuring yearly payments on the balance remaining with a term of up to 5-7 years.
