Preliminary Plat of Hilltop Woods Estates 2nd Addition
Request
The Commission is asked to consider park dedication for preliminary plat of Hilltop Woods
• Estates 2"d Addition.

Overview
Hilltop Woods Estates 2nd Addition is a replat of Lot 4,Block 1,Hilltop Woods Estates 1'
Addition. This proposed replat is proposed under the City's cluster subdivision ordinance
requirements. Individual wells and a community septic system is proposed.
The preliminary plat is comprised of 11 lots and 3 Outlots. An existing house is located on
Lot 1,Block 3 of the plat. Outlots A,B and C will be preserved as permanent open space.
Outlot B will contain the community septic system.
The open space subdivision provisions were recently amended by the City Council allowing
the City to take cash dedication for all lots created in a cluster subdivision or the maximum
10 percent land requirement.

• Analysis
The Master Park Plan does not reflect an area wide park on this parcel, however,the Elk
River Sportsman's Club is located directly east of the subject property and that has been
identified as a potential area wide park, or at a minimum, private open space. The
Commission could request two acres of land dedication or cash for 11 lots.
The north line of the plat is in rough alignment with the trail easement recently received
through the Engstrom administrative subdivision request (see notatation of Master Park
Plan Excerpt map). The Commission may want to consider a public trail easement along the
north property line to connect the Elk River Sportsman's Club to 207th Avenue. This would
require shortening Lot 1, Block 3, and widening the area north of Lot 6, Block 1 (see
preliminary plat).
Recommendation
Staff recommends that the Park and Recreation Commission recommend cash dedication
for 10 lots to meet the park dedication requirements. Staff also recommends a public trail
easement over Outlot B for a future trail connection.
