The City of Otsego is aware this means that Otsego residents will pay more for recreational offerings in the future. The City of Otsego would like to thank the Board for all of the efforts they have made since the Board' s creation to accommodate Otsego' s concerns . The City of Otsego is withdrawing primarily due to the increasing costs we see in • the future. It is obvious that other members of the Board wish to increase the recreational services offered in this area. There is nothing wrong with that philosophy. The City of Otsego is simply choosing to put its financial resources elsewhere. We wish the Board good luck in its future endeavors . Otsego would like to come to some sort of agreement to allow the Board to continue to use Otsego Prairie Park facilities . We would also want to look at contracting with the Board for hockey rink attendants, "Terrific Tuesdays" entertainment, and other similar programs . The purpose of this letter is to formally serve notice that the City of Elk River is withdrawing from the Community Recreation Joint Powers Agreement QPA) effective December 31,2001. The Fik River City Council discussed the community recreation organization at its June 25, 2001,meeting. In light of the recent withdrawal of Hassan Township and the City of Otsego from the JPA, the City of Elk River sees no benefit in our continued participation in the community recreation organization. In order to ensure that the city participation in the organization would end with the calendar year, the City Council approved a motion withdrawing from the JPA. Many positive statements can be made about community recreation activities over the past nine years.Additionally, the end of the community recreation organization does not mean the end of recreation opportunities and options for our residents. It is the City Council's intent to hire the community recreation staff and have this group of employees provide the City of Elk River recreation programming. Between now and the end of the year, the City of Elk River plans to establish a cooperative agreement with the school district for use of facilities;work with the youth associations regarding what they can expect in 2002;and we will look at defining and establishing the non-resident fee for participating in Elk River programs. The relocation of the bike trail connection from your neighborhood to the railroad trail was reviewed by the Park and Recreation Commission at its meeting of July, 2000. This was done at the request of a resident who objected to the trail access being across from their front yard. The City Council did not consider the relocation as the Park • and Recreation Commission is responsible for reviewing these types of items from a park development standpoint. It was obviously an oversight on staff's part that the neighborhood was not informed prior to this trail being relocated. The cost of the original paving was $177.50, the cost of removing it was $250.00, and the cost of the additional pavement was $350.00. Commission. The subcommittee started gathering information in the fall of 2000. We have interviewed or received information from the following communities. Rochester, Northfield, Hutchinson, Invergrove Heights, Victoria, Monticello, Rosemount, New Hope, Chanhassen, Columbia Heights, Crystal, Golden Valley, Robbinsdale, Stillwater, West St. Paul, Elk River, and Prior Lake. We started by asking ourselves these four questions: 1. What we have now? 2. How would we be best structured for the future? 3. What would be different and why? 4. What will the cost of any changes be? • • 1. WHAT DOES THE CITY CURRENTLY HAVE NOW? C. Community Recreation 50 Main Street, Elk River 274-1840 Community Recreation is housed in an office but the programs take place in parks, ball fields, schools, city building, and throughout the community. (Will be relocating to new office space at Lion's Park Fall 2001) This agency was formed in March of 1992 via a Joint Powers Agreement. (As of City Council meeting on June 25, 2001 this agreement will be dissolved effective December 31, 2001.) MISSION STATEMENT: Community Recreation offers recreation programming, support, and input to the park and recreation commission, support services to the youth associations, as well as other related services. Work with other Government agencies. i.e. The County, The School District,The DNR, and The State. f. Full-time advocate on forestries issues in the City. g. Work on a comprehensive Park& Recreation annual budget. h. Focus on Park Development. i. Focus on Park facility development. j. Full-time advocate on grant writing and State& Federal matching fund opportunities. k. Over see all community Recreational scheduling. I. Be a single avenue for the public&private sector to deal with the city on all Park& Recreational questions. m. Focus and develop enterprising funding possibilities for the city. n. Schedule the year-round maintenance and up keep of the city facilities. 2. Some of the reasons why? • a. A department for the Recreation staff after the Joint Powers Disbands. b. Allow more park area planning and implementation during off seasons. c. A full-time Park and Recreation person on staff to coordinate park issues with other departments with in the city. d. A full-time Park& Recreation person with contacts to other Park and Recreation systems. e. A full-time person to be involved with day to day Park operations. f. The single person to set the standards for and organize volunteer efforts. 3. Summary: We know that many departments within the city have been doing parts of these elements until now. We know that those individuals have done an excellent job. The City of Elk River has and will continue to grow at a rapid rate. Our acres of park land continue to grow as well. We cannot service this important element of our community life efficiently, or effectively with part-time focus by many departments. We need a single department with a full-time focus for present and future Park& Recreational needs. • • 4. WHAT WILL THE COST OF ANY CHANGES BE? We believe most of the cost of a single department are already being paid by other department . 1. Roughly 25%of the streets budget goes to parks. 2. Roughly 30% of the City Planners week goes to parks. 3. 100%of the City's part of the Joint Powers Recreation budget. 4. ?%of the City Administrator's week. 5. ?%of the Streets superintendent's week. 6. lime = money. We believe there will be add cost savings by have a single staff working on the fulfillment of the Park& Recreational needs of the community. We have surpassed our grand total from Summer 2000 of 1,999. We currently have a total of 2,030 registrations. The Pee Wee Golf program, which was a new one this year, has been going very well. The equipment used for this program is so fun and the children are really enjoying it. The cooperative program we are doing with the Boys and Girls Club is going very well also. This is a shared position that runs from 10 a.m. to 6 p.m., Monday through Friday at Lions Park. This position has kept all of the children in the park busy this summer, rather than having them just hanging out in the park. The staff members play games, do crafts, and just visit with them. They also keep their eyes open for children who may be engaged in destructive behavior and try to redirect them. I have been very happy with the position and the arrangement with the Boys and Girls Club. I feel like we really made a difference there with many children, both from the Boys and Girls Club and the neighboring homes and apartments. It has also helped with the other programs we have going on at the park to ensure fewer disruptions from non- participants. Fall Programming The fall brochure will be delivered at the end of August. I am hoping to be able to start a couple alley ro rams this year. We are looking to add some classes during the day for children that will be geared towards t e stay-at-home parent, those parents who worl�.non- i ' shifts and } . ..daycares. • Office Changes We are working hard to prepare for our upcoming mo_ ve to Lions Park and hope to be in around the end of the year. We are very excited about our new office space aiid reTooking forward to having some room for growth and a nice facility to program out of.
