Preliminary Plat of Kliever Lake Hills— Park Dedication
Request
The Commission is asked to recommend park dedication for the preliminary plat of Kliever
Lake Hills.

Overview
Kliever Lake Hills is located 'A mile south of County Road 12 and 1/mile west of Fillmore
Street and directly south of Kliever Lake Fields. The property totals 39.58 acres with the
southwest corner under water from Kliever's Marsh. A of 150 foot wide utility easement
traverses the subject parcel from east to west along the north boundary line. This easement
is approximately 12 feet from the north property line. Due to the presence of Kliever's
Marsh, a Natural Environment Lake,the developer has separated the lots adjacent to the
marsh from the water in order to reduce the lot area from 40,000 square feet to 20,000
square feet. This area is identified as Outlot B on the preliminary plat. Outlot B also
includes a 60 foot wide corridor which could provide trail access to the marsh.
The proposed plat includes 39 lots and 3 streets;A,B and C. A and B connect to the streets
platted in Kliever Lake Fields. The developer is proposing sidewalks along the west side of
• Street B, the south and west sides of Street A and the north side of Street C.

• Analysis
The developer is proposing to dedicate Outlot B for park. The area of Outlot B that is
above water is 3.18 acres,just under the 10%requirement. The Commission could accept
the difference in cash or require additional area. One option to consider would be to reduce
the area of Lot 7 to .78 acres and accept this as an entry area to the park in Kliever Lake
Fields. This would allow access from this neighborhood without walking on the sidewalks.
The grading plan indicates a storm water pond located west of Street A and within the
power line corridor,precluding any trail connection west through the Brown property to
Hillside City Park. The Commission discussed this when this was presented as a concept.
The Commission could choose to accept cash for 39 lots as the alternative ($57,330.00).
Recommendation
Please provide staff with direction regarding park dedication for Kliever Lake Hills.
