City of Elk -�-� River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherso erector of Planning DATE: August 8, 2001 SUBJECT: Case No. P 01-14 Preliminary Plat of Trott Brook South Request The Commission is asked to consider park dedication requirements for Trott Brook South,a residential subdivision of 175 units. 411 Attachments • Location Map • Master Park Plan Excerpt • Map of Hillside City Park • Preliminary Plat • Landscape Plan Analysis The subject property is located in the southeast corner of the intersection of Twin Lakes Road and County Road 12. Located to the north is the 8-plex area of Trott Brook Farms. Located to the east is Hillside City Park,and located south is approximately 40 acres zoned Single Family Residential. The proposed plat includes 175 dwelling units; 156 as townhomes(2-story condomimiums and rambler-style townhomes) and 19 single family lots. There are three streets located in the subdivision; Street B connecting County Road 12 to the south property line,Street C connecting Street B to the south property line,and Street A which connects Street B to Twin Lakes Boulevard to the west. • Memo to Park and Recreation Commission/P 01-14 • August 8,2001 Page 2 No parks are proposed as part of this subdivision. The Commission could request 4.1 acres of park or accept$257,250 in cash dedication. At a minimum,staff would recommend the following additions to the plat: 1. Provide sidewalks along Street B and Street A,as there are trails and/or sidewalks along Tyler Street and County Road 12. 2. Provide a 50-foot trail connection to Hillside City Park located to the east. Staff suggests the best location for the trail connection would be along the south property line, as the overhead power line corridor is located adjacent to the south property line and would provide further access to Hillside City Park. A "neighborhood" park on this site may not be necessary due to the presence of Hillside City Park. While over 6 miles of mountain bike trails have been constructed through the park, there is ample area (450'x 350') in the south half of the park to install playground equipment,etc. The addition of a picnic shelter would enhance not only the neighborhood experience but also that of the mountain bikers. An infusion of cash into the park dedication fund would help develop parks in other neighborhoods in the City. Recommendation Staff recommends that the Commission accept cash dedication for the preliminary plat of Trott Brook South.
