The Commission is asked to review the conceptual plat of Park Pointe,a preliminary plat for
• the 80-acre parcel located at the northwest corner of 175`h Avenue and Fillmore Street.

Analysis
Staff has received a preliminary concept layout for a proposed plat entitled"Park Pointe"
submitted by Dynamics Land for the 80-acre parcel located near 175`h Avenue and Fillmore
Street. There are 93 lots located on the parcel,most of which exceed 20,000 square feet due
to the shoreland requirements for lots located near Natural Environment Lakes.
As with Kliever Lake Hills,the developer is proposing to separate the lots from Kliever's
Marsh in order to reduce the required lot size from 40,000 square feet to 20,000. They have
identified a two park areas and three trail connections that would be dedicated to the City.
There is a 5-acre exception area that will be owned by the current property owner,which will
allow for future development. This exception disconnects the two park areas identified by
the developer.

• The actual area of the parcel is 79.1 acres,which would allow a dedication of up to 7.9 acres
of land. As proposed,the total parkland area that would receive credit(dry land)would be
4.4 acres. The remainder would be given in cash.
The area of land proposed to be park is heavily wooded and steep. It is unlikely that active
recreation would occur here,but walking trails,a canoe launch,and scenic overlooks could
be constructed. This would provide an alternative recreation experience to the one provided
in Kliever Lake Fields.
Recommendation
Staff requests that the Commission provide further direction regarding park dedication for
the preliminary plat of Park Pointe.

The residents in Greenhead Acres—II that live on the south end of Watson Street and on 206th Ave.NW
were greatly affected by the removal of the paved access to the railroad trail. The residents feel that we
should have been consulted in the decisions regarding this change. It should have been a neighborhood
decision. The original location of the access was the most centrally located and provided an easy, safe
access to the Woodland Trails Park. The new access that was put in is in an undesirable location. It is
not as safe for our children and it is in the opposite direction of the park. A dirt path has existed at the
original location of the access for over twelve years. If parking was an issue,parking signs should have
been the first approach. Landscaping could have been used to minimize the opening made by the paving
crews.
The residents listed below are requesting permission to put in an access located at the south end of Watson
Street. The residents will perform the work to clear the trail. The exact location of the trail shall be
determined between the residents listed below,but will be in the general vicinity of the turnaround area.
The residents will perform the work of making the trail.
We are also requesting that once we have completed the work on the trail that the Parks commission
either pave the trail or have Class 5 spread on the trail to prevent erosion and minimize the upkeep of the
trail. This is a small cost compared to the thousands of tax dollars that have been wasted by paving the
original access and then having it removed. ��
