Overview
Since June,staff has facilitated three meetings with the youth athletic associations and has
completed the following tasks:
1. Surveyed the youth athletic coaches to determine priority of projects
2. Developed two master plan alternatives
3. Developed concession and shelter designs
4. Developed a phasing plan and budget
At the most recent meeting of July 30,2001 the associations selected the attached plan as the
preferred alternative. This plan provides a central concession area,detached restroom and
storage building, eight sheltered player benches and three spectator shelter areas, which
would hold six picnic tables under each. Bleachers are proposed along each of the eight
sidelines and also behind each home plate.
Budget Impacts
• The overall budget impact for this proposal is approximately$615,00.00. This does not
includes paving the driveways and parking lot,as well as providing a playground structure

• ($180,000.00). The youth athletic associations have agreed to organize donations of time,
materials,labor and money in order to supplement what the City can provide. In order to
organize construction of the improvements at the athletic complex, staff has prepared a
four-year phasing plan,which would allow for construction and organization of donations
during off-peak periods at the athletic complex.
In order to begin construction,staff recommends that the Commission support expending
$20,000.00 per year of park dedication funds towards the construction of facilities at the
Youth Athletic Complex from 2002-2004. Attached for the Commission's information is a
revised 10-year CIP budget which illustrates the impact of this contribution on the fund
balance. Staff also recommends amending the 2001 budget for the expenditure of
$12,500.00 for concrete pads for the home plate bleachers, the player benches and the
batting cage. The City in 1999 received$1,000 from Bauerly Brothers to contribute toward
the Youth Athletic Complex development if they were part of a competitive bid process.
This would reduce the City's contribution in 2001 to$11,500.00. Further discussions need
to occur to determine future responsibilities over the $20,000 per year proposed by staff.
Recommendation
Staff recommends that the Commission support the Youth Athletic Complex development
plan,phasing plan/budget and recommend to the Council that$12,500 be expended in 2001
to begin construction at the complex.
